George Henry, who was shop- ping at South Coast Plaza on Monday, echoed the sentiment of many, saying he had no plans to vote on Nov. 5. Henry, a Santa Ana resident, said he has been put off by the negative tone of the race between Gov. Gray Da- vis and Republican businessman BiU Simon. "I don't thinlc either one of lhem is qualified," Henry. 66, said. "Too much trash. They only talk about how bad the olher guy is. In principle, programs like this limit the rights of the property owners to raise rents and evict tenant& This may sound attractive to tenanu. but for anyone who has lived under these conditions, it is actually quite a blunder. In cities where these programs have been enacted. such as Los Angeles, Santa Monica and San Francisco, the results have been very much the opposite or those intended. Slovenly tenanu, drug dealers and others are often allowed to stay in the apartments despite the best efforts or the owners to remove them. The rents are held ftat. while the property taxes, utllides, assessmenu, maintenance and rent-control rees (paid by the owner} endlessly lncrease. These issues result in lawsuits against the city. for which the taxpayers must pay for defense. There are only two members of the current city council that have been on record ai. opposing these measures. and 1hey are Gary Monahan and Oms Steel. DAVID WIWAMS Newport Beach Rental hou sing poll raises concerns about candidate After reading about the slimy telephone "poll" performed by Costa Mesa City Councilman Gary Monahan"s largest ($8,850) campaign contributor. Rental I lousing Independent. I couldn't help but compare it to 1he mailer I got from Monahan that day. His mailer slogan said, "Integrity. Straight Talk. Common Sense.· Really? Where is the "integrity" in making calls to city voters to slam one of your opponents instead or. oh, I don't know, talking about something worthwhile you've achieved in your eight years on the councU7 Where is the "straight talk" in saying that one of your opponents is against residential remodels, when only one of the over 100 remodels applied for in the city this year has been denied by the Planning Commission? Finally, where is the ·common sense" in thinking no one would realize you were behind this "poll,· where the "pollsters." instead of seeking public opinion, were very obviously trying to sway it against one of your opponents. As to the last, perhaps you went to the same school or campaign tactics as the city council candidate who thought It was a good idea a couple of years ago to dress up in drag -shon skirt, black fishneti., high heels and all -and stand on the corner of Newport Boulevard waving a large sign questioning the sexuality of one of his opponents He didn't think anyone would recognize him , either. This "poll " was just as obvious. I hope your supporters at the car dealership!> and repair shops, in the Costa Mesa Oiamber of Commerce and elsewhere around the city lake this behavior of yours into consideration when they decide who they want to represent them for the next four years. And, in closing. a memo to Bill Perkins: Is this really a guy you want to team up wilh? MARYFEWEL Costa Mesa Monahan should only have one, not two seats I don't know your relationship with Linda Dixon. but your endorsement of her for another four years may prove very costly for Costa Mesa. Gary Monahan railed for two yeari. about Libby Cowan"s having "two~ council seats and that a few of h1i. council cohorts were ill-prepared for the job. Now. m addition to reelection. Gary wants to win a ·second" seat for his crony, Bill Perkins, a nice guy who's clearly not ready for the job. Your endorsement of Dixon increases the probability Monahan will get his second seat. Haven't you wondered why Monahan's the first sitting councU person in Costa Mesa·s history to run a slate against another incumbent? Are you aware someone's been making smear calls to Republican voters trying to tum this election lnto a party· line vote? We need Monahan on the council; he plays an lmportant role and leads a vital group or the community. But we can't afford to give him two seats. His constituency isn't that large. And. we can't afford to give Dixon another four yea.rs. We know what she's done and not done, and Katrina Foley can COMMUNITY COMMENTARY ably represent her constituency. We desperately need Foley on the council now because she is the future of Costa Mesa, as Monahan is the past. lt"s extremely disappointing to see you argue that the future for Cosla Mesa can wait another two years. because that's exactly what Monahan wants. (Isn't it curious that Gary 1alk.s about a Westside solution, hut after eight years we're rurther trom a solution than ever?} I don't 1hmlt you've given any consideration to what another two years of this council (or one with Perkins or Allan Man<,oor instead of Dixon) could t o!>t < .o .. ta Mesa. You rightly applaud Foley . but, you don"t provide one reason why "the timing is not right" or !>Ubstantiate why Dixon deserves another four years. I've tried for two years to submit pieces to the Pilot to elevate the argument for aggressively pursuing opponunHies to improve our city. J-oley is a leader and a consensus builder. and Monahan knows this. I'm tired of hearing about absentee slumlords' property rights, and I believe Foley will act against them. (Why else are Westside propeny owners lining up against her? Monahan heads the city's Redevelopment Agency -why aren't they against him?) I'm tired0of hearing council members say our schools are fine They're not. I believe Foley will act to dramatically improve Costa Me a kids' educational opportun1t1es I don't know why you endorsed Dixon, you never really say I don·1 know why you say Costa Me~a·s future can wait; I previously argued to you it can't. DOUG SUTTON Costa Mesa Leece'S positions are not goodfor students •C... .. r~f?'Jllle..,_and Nu u s 11111u ca 1 STUDENT OUTLOOK Two new principals great for Costa Mesa C bange is hard for most of us because we overestimate the value of the status quo, and underestimate the value of what could be gained by change. At Costa Mesa Hijp1 School, we have just gone through a major change. We started this year with a brand new administration with two new principals: Fred Navarro for the high school. and for the first time, John Garcia. as a separate principal for the junior high. The two new principals are working weU together as a team. but many ._ _ __,,..._ _ _, of the students SARA BRYANT have found it hard to adjust to their new ways of running the school. I ~en that this duo of principals is just what we need. Among the controversial oew policies they have introduced is one to deal with a persistent attendance problem at the school. Apparently. our past is littered with "too many tardies.~ The principals recognized that tardies are very d~ruptive to the educauonal experience of first period, since the late arrivals interrupt the class for all. They decided to address the issue of 1ardiness by locking the school gates at 7:40 a.m .. when classes stan. Students who arrive after the gates ace dosed are required to report to the office before going to class. Some argue that thfa just makes tardy studen~ even later to class than they already would be. But really. if t.tm happened to you once. I would bet that you would maJce every effort not be tardy again. Another unfortunate consequence of the new policy is that studen1s around campus have started calling our school a ~pnson" because the gates that were once open during all hours of the school day are now locked dunng the -.chool day. But why, we may ask. is this bad7 Our sc:bool has always been a •cJosed campus,· so really, the principals are nol introducing new rules to inconvenience the students; rather. they are implementing previously existing ones. Perhaps the students at Mesa who are opposing the new wayi. are really objecting to having to change their ingrained habits. Perhaps they view all change as undesirable because it requires them to give up che comfort of~ fa.mil.iar. But hindsight usually shows the opposite: that change 1s invigontin& mid new ways or doing bu&lneae can stimulate yet more new ldeu for further change. A ud feature of the current debete la that mlllY of the sbtdents who dllm to dislike the new lldmtnt.tradoa canoot really articulate a reuoo for their disapproval.
