T he air was thick with excitement.
A tropical storm was brewing.
Dozens of staffers and
stak'eholders braced themselves
for the unleashing ofThaifoon
The restaurant, rooted in the exotic
cuisine of Am. will make its public debut
at Fashion Island on Monda~
Thaifoon hosted a pre-opening charity
dinner Saturday night -the first test for
the new~ its youthful staff and
Newport Beach location. In less than an
hour, about 400 members and guests of
the Sophisticates-a support group of
the Assessment and lreatment SelVices
Center of Orange ~ty-would file in
fur a taste of the Ale East.

Four candidates in the race for the
new 46th Congressional District
squared off'Wednesday evening at
Orange Coast College.
Rep. Dana Rohrabacber -the
Republican -Democrat Gerrie
SchJpske, Ubertarian JCeith Gann and
Gieen Party representative Tom Lash
mapped out each other's positions on
a host of topicaJ issues, including
possible military action against.Iraq,
benefits for illegal Immigrant$ and the
war on drugs.
ln a lively debate that featured the
candidates swapping jabs and quips,
the four answered audience
questions, along with a handful of
questfons prepared in advance.

sophomore Madeline Levy organized

The congressional district was .
pieced together from four existing
districts after the 2000 Census data
was made available. Parts of Long
Beach, Palos Verdes and other areas in ·

$127,894-money he was supposed
to pay a supplier to purchase
equipment for the city. Jarman's
company, Municipal Funding Group,
was a contracted vendor for Newport
Beach. He admJtted in court that he
deposited $127,894 of the city's money
into his personal bank account ln
Kansas City instead.
Jarman was found guilty of one
count of mall fraud and was
sentenced to four months in prison
without parole, plus three years of
supervised release that will Include
four months of home detendon.
In other news, a fire that broke out
in the living room of an East.side home
Wedn~day evening caused about
$20,000 in damages and led to the
arrest of one of its residents for an
outstanding traffic warrant
The fire started when one of the
resjdents used gasoline to Ugbt the
fireplace. The fire caused extensive
damage 'to the living room, but the
three occupants managed to escape
through the back doot without any
injuries. It took 24 firefighters less
than 10 minutes to put out the fire.

community forum for school
board candidates, challenger Ed
Loyd said enacting tenn limits
for trustees would be one of his
three priorities if elected.
Loyd has been the most vocal
advocate for an infdsion of new
ideas to the school board. He has
repeatedly chastised current
president Judy Franco for serving
on the board for more. than two
decades, even though he is not
running directly against her. His
opponent is incumbent Serene
Stokes, an eight-year board
member.
·Judy Franco has been on the
board for 22 years," Loyd said
last month. "She's now doing a
~ervice by being on the board.
She has no lcids in the district
anymore."
Franco did 'Oot respond di-
rectly to Loyd's call for tenn lim-
its during the fo rum and was not
available for comment on Friday.
She has continually emphasized

other legialative body, including
city councils, Petracca said.
The advantages include
greater competition during the
election, which should ulti~
mately provide more account-
ability, Petracca said. The disad-
vantages would be the potential
for a dominant superintendent

state of California budget and
public policy, which is fairly

Cox secures funding for
Newport Beach projects
Rep. Ouis Cox. who wiU seek
reelection on Tuesday. an-
nounced Friday that 12 sepa·
rate environmental initiatives
that he created will clean
Orange County beaches •and
waterways in 2003.
"Thes'e 12 environmental ini-
llatJves reflect an unprec-
edented federal commitment to
the quality or our drinking wa-
ter, oceans and shorelines in
Orange County," Cox said in a
press release. "By redoubling
our effons to prevent ocean

About 15 homemade sauces
were neatly organized and easily
accessible to add bold and
accentuating taste to dozens of
fresh ingredients. The heat from
the woks on one side of the
six-man line system was
contras~ed by the cooln~ of the
opposite facing counter, which
held aisp culinary componenlS
such as sliced carrots, snow peas.

school," she said, crediting her
husband, Bill. for his support
Three-years ago, Morrow put
filers out at her youngest son's
preschool, advertising classes
for children ages 4 to 11. The
clasaes filled in two days. Now
her business is run by word of
mouth. She holds signups
twice a year, and her classes -
including her twice-a-month
adult classes -are booked by
the end oftbe day. WiUl onJy
12 children per class and four
classes a week. there's usually a
waiting list

swap meet.
That was the
question Costa Mesa
planning
, co~ssioners and Orange·
Coast College officials needed
to hammer out.
For now, it looks 1ike the
college's weekend swap m~et is
going to get another chance at
life.
Some may recall that last
sprin city officials, responding
to mplaints from residents
ov r traffic and crowds, took a
oser look at the college's
20-year-runn.ing flea market
operation to see if it was
adhering to the rules.
The result was surprising. It
turned out the swap meet had
originally only been approved
as a Sunday-only operation but
had expanded to Saturdays as
the years went by. In addition,
the popular and successful
operation spawned thriving
small businesses and
contributed millions of dollars
to the college budget coffers.
But who was to blame for
expanding the operations?
College officials, to be sure,
needed to take the heat for that.
And, in fact, they"difli halting
the Saturday operations
i!DmedJately-to the
detriment of their budget and
the merchants who sell their
wares.
City officials, however, weren't
innocent in this snafu. Not only
did they not do a good job of
policing the swap meet and
making sure it adhered to the
original Sunday-only permit, it
was discovered later that city
inspectors had gone out at least
two times to inspect the swap
meet operations on Tuesdays.
· We probably don't need to
remind anyone, the swap meet
isn't there on Tuesdays.
Monday's unanimous vote bY
planning commissioners to
resurrect the swap meet came
after much negotiations and
agreements by the college to
prohibit parking in the Coast
Community College District
parking lot, require advanced
reservations by vendors and
undergo a six-month review.
While the matter couJd be
appealed to the council, we
presume and expect that most
of the major kinks have been
smoothed out and the swap
meet will get another chance, to
the benefit of the college and
the merchants.
In the end, though, we hope
these additional measures will
also help the residents, who
have to live near the weekend -
event. If the six-month review
reveals problems for those
residents, the city will need to
make some tough decisions
and the college will have to live
with it.
District improvements
provide hope for future
I t may sound trite, but it
nevertheless is true: The
Newport-Mesa Unified
School District has come a
long way in the last 10 years.
In late 1992, the district was
reeling from the disclosure that
one of its most trusted
employees, Stepheh Wagner, had
managed to embezzle millions
in district money. That his lavish
lifestyle -the fur tuxedo and
piece of art are now infamous -
raised no questions see"1ed
painful evidence that the district
was being poorly managed and
poorly run.
No more. Prom Mac Bernd to
Robert Barbot, the
superintendents since the
Wagner case happened have
worked successfully to regain
the public's confidence.
Employees such as former
finance chief Mike Fine and
volunteers such as Made
Schultheis have enabled the
community to recoMect with its
campuses.
The proof of the turnaround
was made clear when voters
gave their stamp of approval -
and trust -to the district by
supporting passage of Measure
A two years ago. Handing the
district $142 million would have
been inconceivable following
Wagner's stunning
embezzlement By 2000, through
hard work. through concerted
effort and with clear
understanding that the
commupity had to be engaged
with the district, all that bad
changed.
The 10-year anniversary last
month of the Wagner case was
another remindei of this
evolution. It also can serve as a
stgn of hope that other
. cba1lenges the district faces-
raisJng test scores, helping
Engusb-Janguap learnen and
fixing the schools with money
from Measure A-.wlll aJao be
conquered.

ranked Anteaters want to win the
championship in the highly competi-
tive MPSF they will need to rid them-
selves of inconsistency.
The second-ranked Bruins (10-6, 2-3
in the MPSF) took advantage of one of
UCl's worst performances of the season
and outscored the Anteaters, 7-4, after a
2-2 tie midway through the first quarter.
"We played badly against Pepperdi.ne
(a 6-3 loss, Oct. 19) and this one was
