of consumer confidence, gener-
ally sluggish economy and po-
tential war overseas should re-
duce the number of shoppers at
local malls this holiday season,
experts say.

their niche-market appeal
should protect them from any
radical downturn in sales.
Local business executives also
expressed only moderate opti-
mism. about business prospects
for the entire year in an annual
study released Monday by Aigner
and UO's graduate school of
management.

several final days of furious mailings. pre-
cinct walking and ad buys, the election
races for the Costa Mesa and Newport
Beach city oounclls and the Newport-Mesa
Unified School District board are just
hours from being history.
What that history will be onJy the smart-
est pollster can guess.
Prior to Tuesday's election, here is a look
at the candidates and issues in the three

the Upper Newport Bay
The Rusty Pelican of Newport Beach
donated 3()CJf, of each dinner guest
check when a mer was presented last
week to benefit the Upper Newport
Bay, a project of the Newport Bay
Naturalists & Frienda.

taurant's attempts to give back to the
community. 1he restaurant guaran-
teed a donation of at least $5,000 but
hopes that it will be able to raise even
more.

that tradition for his guests.

advertising, design awards
Strada Properties in Newport
Beach recently had two or its adver-
tisements selected for the 2002
American Graphic Design Award, one
of the highest honors in the fields of
advertising and graphJc design.

Privy to confessions of love and
intimate moments, Berg does not feel
at all out of place.
"There is nothing wrong with love
and it doesn't make me feel awkward
whatsoever," be said
No doubt. Berg bas witnessed
counties,, 1cisses. But don't ask for the
details.
"Gondoliers have a code between
themselves," Berg said, "We see and
hear nothing except other boats.· or course, that can't be completely
true.
"Maybe not, but we don't tell, M he
admitted.

get their hands on promised
educational funds, as the Oty
<:'.qlncil will be reviewing optlons t6~ million in Home
Ranch funds to school
foundation accounts.

calls for the Segerstroms -:-the
dynasty family that .owns the
development site -to give $2
million in a lump sum to Costa
Mesa high schools and middle
schools when the first building
pennlts for the project are drawn.
Cosca Mesa High School, which
serves those grades, will receive
$1 million, and &tancia High
and ThWutlde Middle schools will
split the other $1 million.
Council members negotiated
the development agreement,
which makes them the
custodians of those funds and
entitles them to place conditions
on the money, officials said.
The $2 million was received by
the city months ago, but the
council posrponed the transfer so
it could provide more input on
bow the money was d_esignated.
The council created a committee
to provide suggestions about who
should Qe in charge of the money
and how it should be spent.
Tfie committee has
recommended that the money
should be controUed by a single
seven-member fowiciation, to be·
formed by the city. that would be
governed by state open meeting
laws. Members of the foundation
would indude one member
appointed by the City Council,
two members from the
community at large, two
members from Costa Mesa High
School, one from F.stancia High
School and anotlier from
TeWmJde Middle School -all
appointed by their respective
principals.
WHAT TO EXPECT
Expect a detailed debate by
council members, followed by
some tweaking of a few details,
but general agreement with the
committee's recommendations.
HUSCROFT HOUSE
Council members will once
again be faced with a decision on
the deteriorating Huscroft Ho~
-a structure that many regard
as a CDsta Mesa treasure and
othen dJsregard a,, a rotting
eyesore.

received from private parties who
have Interest in buying and
relocadng the 1920s
aaftsman-style home. M1cbael
Steiner, of Steiner Imestments,
said he has the wherewithal to
move and restore the house. but
would need about six months to
find and buy a property to put it
on. Steiners letter to the city

no one else is interested."

interested in moving the house to
his Westside lot, but his plan
would require a city·iswed
zoning change. His lot is 12,000
square feet and already occupied
by two single-family homes and
two townbomes. Morebaa wants
to demolish the front home and
replace it with the Huscroft
House.
In September, the Qty Council
overruled a longtime plan to
move the Huscroft House -
originally built in Santa Ana in
1915 but moved to Costa Mesa by
the Huscroft family in 1950-to
a permanent home at PalMew
Park. Council members said they
would eodorae the most
expedient plan possible-even
demolition.

POLICE EXPANSION

a seismic upgrade, construction
of an additional single-story

room for additional office space,
storage and a new emergency
operations center. Officials have

the park's lalces for .about 18
months and originally hired
Alderman to do the assessment
and subsequent growld work.
The group's research showed
a need for lmprovements that
bad not been budgeted for in
the original contract, according
to a staff repon. AB a result,
staffers are recommending a
new contract to cover the
replacement of water pumps,
piping, valves, fittings, the
installation of a gravel bed

know It can't be, but they make
it look so easy."·
As smooth and graceful as it
may look. rowing athletes
understand the many
challenges the sport entails.
"Rowing Is mentally tough,"
said Ouisty Shaver, head coach
of the Newport Aquatic Center's
junior women's team. "You can
have someone so physJcally
ltaJentedJ , but if they don't have
it mentally, It's tough ... and it's
something you can't coach."
As the junior competitors,
primarily from Orange County,
take on practice schedules
more reflective of their
collegiate counterparts, the
event allows them an
opportunity to watch the older
rowers and learn by example.

Brinkley, also the team's offensive co-
ordinator, scripts the fust 10 plays be-
fore each game

slight adjustments
to down and dis-
tance. This prac-
tice helps Brinkley determine how de-
fenses are attacking the Thrs, and,
consequently, where defensive weak
spots may arise.
But for the first time in his 25-year
head coaching career, which has in-
cluded l 72 victories, 144 of those in 17
seasons at Harbor, Brinkley altered his
blueprint to include four separate
scripts of 10 plays each. He wound up
sampling from all four sets and said he
will continue the practice in the future.
•For this game, I sat home the nigbt
before and wrote up four sets of the first
10 plays," Brinkley said. ·u wasn't an ex-
periment, because Wf!ve been pretty
successful over the years with our first
10 plays. But (the Hawks) were a pretty
physical group, so I wanted to come at
them with a lot of different looks."
