Are you a yacht broker trying to maintain numerous boats on display? Or are you a sailing d ub with a lagoon-type dock MIKE WHITEHEAD What bothers me ls the double standard betweer1 land and water storage of boats. I am allowed to keep a boat in the existing racks that store boats three configuration, yet you have a boat in the main f!ilJway blocldng the entrance to the lagoon? If you answered yes, men you are in violation of the fire code. Issues of vessel berthing and uniform fire code were addressed at me Newport Beach I larbor Commlsslon's study session Oct 23. Let's start with the bamcs: The fire code states mat one boat may not block another boat from being moved out of a sUp and, regardJ~. boats may not be rafted together. Thb is so boats can be cul free in case of a lire. From the beginning of boating. it was standard simply to push the burning boat to drift downstream, since marinas and buildings on the water were few and far between to catch fire. That method is what helped define today's fire code and it still worh in ruraJ areas with !united firefighting resourc.es. Nowadays, once the burning boat ls away from me dock. the available shore-side firefighting resources have been dramatically reduced. Another thought is to move nelghboring vessels away from the burning vessel, and this needs a tJ1orough study the actual effecdvenes. of how me vessels are berthed. ln other words, does 1t matter if boats are rafted, c;eparated by a few feet with a doclc . finger or if the burning boa1 ls in me end slip of marina? To help, we need to review the previous boa1 fires in Newport. and the recen t marina fires in me SeanJe and the Olesapeake Ray areas to under5tand what started the fires. me fire patterns, bum rates and best memod of control to heJp guide our own fire codes. 1 would lllce to know if the dock configuration made a difference, or rud the neighboring vessels in their own slips still bum, and what were the anack methods. 1 have run ronfidence in our harbor department and Fire Department. ThLci is a very complex issue that needs detailed study with current fire i.cicnce models, and l did no1 have the space to dive into me standards of new yacht construction. I think me insurance Industry will be the major player in guiding the standards. as they are the ones to pay thr tab in the end. He's tall, well built-and sports a big, gray mustache -and an -equally magnanimous smile. And he wa.lb tall. pounding the sidewalk with size 13 shoes and a daJk brown waDdng stic'k almost as tall as his 6-foot..f frame. The 57·year-oJd Aorldian walked his 2,618th mile Thursday afternoon on c.oa.st Highway in Newport Beach. The distance Is only a fraction of the 10,000 miles he hopes to cover in the next two to three years as pan of his campaign to educate the nation about diabetes. And Mandell is an authority on the subject. He's been there. He's Mr. Diabetes. Diagnosed with the disease at 40, Mandell was bedridden for two years. ·1 thought I was going to checlc out." MancleU said "But I survived. I made it and I recovered." He started the Defeat Diabetes Foundation to inform people about diabetes aHd how to prevent it The foundation also emphasius the importance of good nutrition and reguJar exercise that can help counter the problem. Mandell began his Wake Up and Walk tour in Pensacola. Aa., on Jan. 15 and reached San Diego on Oct. 11. On Thursday. he and tour , manager Bob Brooks cruised through Newport Beach. Brooks drives the foundation's white Land Rover ahead and gives Mandell a heads up about traffic conditions. lbey communicate via a two-way radio. Mandell never gets bored walking because he has his "tunes" -Beethoven, Mozan. Bach and Tchaikovsky. "Beethoven or Mozart are good when I want to be relaxed." he said. Going from·bedridden to marathon waUcer hasn't been easy for Mandell. A lifelong exerciser, runner and a black belt in karate, Mandell worked hard to get back in shape. "I did 4,000 sit ups a day." he said "The first 2,000 would really hurt. but after that. the endorphins would kick in, and it felt good.· The duo's unbelievable voyage has seen its ups and downs, Mandell said "We've been anaclted,by wild packs of dogs at least a half a dozen times," he said with a laugh. And in Louisiana. Morehart aJso proposed that the city pay to move the house. which officials estimate would cost about $41 ,000. Then, there was more subsequent bad news in September. when a judge upheld Measure W. However, this recent election was a preny good outcome for El To ro supponers. For staners, Proposition 5 1 went down in flames. It lost in every single county In the s tate. In Orange County, it lost very badly 65% to 35%. It looks like people gagged when they actualJy saw the price tag for the Htruc-free'" Great Park that they voted for. Proposition B passed 60% to 40%. Th.is was despite a pro-airport statement submitted by "V Plan" creator and Newport Beach resident Charles Griffith, folJowed by anti-airport activist and Monarch Beach resident Len Kranser countering with an editori(\I and mass e-mail urging a "No" vote.
