Deirdre Newman Daily Pilot COSTA MESA -The reloca- lion saga of the El Nido and Snug Harbor mobile home owners ended much more peacefulJy than it began. The City Council approved the relocation impact report for the Snug Harbor Village and El Nido Trailer Parks on Monday. Joe Brown, the owner who's closing 1he parks to build a four-story m edical office build · ing, prepared the report. The bitterness and frustra- tion tha1 marked previous dis- cussions abou1 the relocation offer were largely absent Mon- day as the mobile home owner!> Instead peppered the council with specific questions. Irene Shannon. an El Nido resident, •id she felt the city has come a long way since she and her fel - low mobile home owners com- plained that the relocation of- fers last year were unfa.ir. "I think all the work and com- i;nunity involvement over the last year has ended with the council being much more aware that mobile home park.s are a different business and a' different place to live," Shan- non said. "This has been a learning experience fur the city and will help other parks with closing." Barry McDaniel. chief execu- tive of the company tha1 pro- vided the relocation report. said he was pleased wi1h the coun- cil's decision. "We're delighted.'' McDaniel said. In May, Brown ~ave the mo- bile home owners and renters a o ne-year written notice of his intent to close both parks by June I, 2004. The city does not have any regulations that re- quire park owners to obtain city approval before closing parks. Brown is only required to follow state laws covering mobile h ome park closures. State law requires the owner of a park to pre pare a relocation impact report before closing or converting a park to another use. The goal of the report is to determine the reasunable costs of relocating the mobile home parks' residents to another suit- able location. According to. state law, cities must review these relocation re- ports and decide if they do pro- vide the reasonable costs of re- location. In July, the City Council commissioned a third- party independent review of th e adequacy and accuracy of the rep ort. The review found that the report was complete and accurate, Ciry Planner Kim Brandt said. . Brown is offering to sell 011e- bedroom 2001 models-set up in another park located within 30 miles -to mobile home owners whose trailers can't be moved. These trailers would cost $1 2.000 if paid for with cash and $1 5,000 for a long- term paynli!nt pl'an.
