A CLOSER LOOK
Mormon temple could have been taller
All indicators suggest the City Council would
have supported 100-foot steeple, but the
church wanted to appease neighbors.

the startling twists and turns in
the year-long Monnon temple
debate, none was more eye-
opening than what was reVealed
at Tuesday's City Council meet-
ing. Half the council members
lllid they would have supported
the temple with a 99-foot, 9-inch
~le.

of such strong support for the
Omple to make it a safe bet that
: ~ plan would have won major-
ity, if not unanimous, council
support. But far more remark-
able: Some council members. in-
cluding Mayor Tod Ridgeway,
had told church planners in ad-
vance that they would have sup-
ported the higher steeple.

gether, we were willing to make
that change.•
In retrospect, it was a startling
gesture of good will or a t least
good public relations. In prac-
tice, it was an olive branch that
turned an increasingly ugty bat-
tle into a solution so widely em-
braced that it won a standing
ovation in City Council cham-
bers.
· "Things are on the verge of
getting warm and fuzzy here,~
said City Councilman Steve
Bromberg. whom colleagues and
community members lauded as
the peacemaker who made it all
possible.
Along with Councilman John
Heffernan, whose constituents
are also directly affected by the
new temple, Bromberg worked
with neighbors and church lead-
ers toward a resolu~o~

into one of religious disagree-
ment or prejudic.e. Even at their
most oulraged, the opponents of
the project stuck to design is-
sues. And, even at their most be-
leaguered, church leaders never
copped out by saying they were
being unfairly persecuted. As
Bromberg put it, "Everyone took
the high road.·

year has passed since the Slepack.

business from near oblivion.

Beach family returned to talce
back control of BaJpon Lock &
Safe from an owner who had
undone a decade of work that
established the shop as a
community favorite.

It took. more than a few
16-hour days, Slepad said, but
now the business is stronger than
ever.

Irvine Spectrum and the Newport

of a bevy of safes. displayed in a
i.howroom two doors away from
the Mariners Mile shop.
The final quarter comes from a
fast-growing automotive niche, in
which the shop sells ignition
locks, transponder keys and
other security devices for cars
and trucks.
Many keys in the newer-model
,
vehicles are now equipped wtth
electronic devices c8lled
transponders. which are usually
embedded Inside the plastic
head of the key. These keys can
cost $50 or m ore to replace.
Threats of terrorism and the
fallout from the Sept 11 attacks
have also helped business at
BaJport. The shop has stepped up
sales to many new homeowners
in Newport Coast and other
wealthy neighborhoods who are
worried about their jewelry,
artwork or other possessions. .
Most notably, Balport has
found a niche installing
high-security doors and locldng
systems for panic rooms.
"It has brought more of an
awareness of security to the
whole country,· Slepack said.
"We've seen people get into a
more high-security mode."
In 1996, the Slepacb sold off
Balpon Lock. & Safe and moved
to Lake Havasu, where they had
been running a similar key and
lock business.
The family first opened Balport
in 1984.

Swap meet proposal tries again tonight

to expand the swap
meet to Saturdays.

of all city residents. stands In the

swap meet at Orange Coast Col-
lege, which he clajms the Plan-
ning Commission had no right to
approve.
Eastside resident Paul Wilbur
demanded a formal public hear-
ing for tonight when he filed a
last-minute appeal of revised
campus swap meet plans, which
the Planning Commission
unanimously endorsed Oct. 28.
WaJbur, who filed his appeal
and a ched for the $248 fee five
minutes before the Nov. 4 dead-
line, said he challenged the pre-
vious approval of the restruc-
tured venue because city
officials did not follow proper

years, was cut in half in May after

agreed 10 reopen the swdp meet
on Saturdays with an average of
260 vendors per day as long as
college officials worked on a
more advanced vendor reserva-
tion process and prohibited
parting in the Coast Community
College District parking lot,
which is across the street f:rom
where the meet is held.
Commissioners also ordered a
six-month review to track the
college's progress.
WiJbur has the uncanny ability
to rattJe off myriad government
code sections and could quickly
recite the precise code he said
names the City Council as the
only municipal body with the
authority to grant a business li·
cense to the swap meet.

asking officials to prohibit the
swap meet's return to Saturdays
because of the parki11g and litter
problems experienced at the

the street from campus.

the cost or ensuring an
environmentally safe train ride
at Fairview Part after state
officiab demanded a •biological
monitor· of the pro~sed crack
site.
Owls and purple needle grass
threatened to derail plans by
local train enthusiasts to expand
their model railroad tracks at
Fairview Parle. but city offi cials
endorsed the expansion, as long
as tracks meet environmental
standards.
The Planning Commission
endorsed adding 2,250 feet 10
the Orange County Model
Engineers' train ride with the
condition that the train
enthusiasts work with state
Department or Fish and Game
officials to devise a path that
does not endanger a rare breed
of owl. The engineers, however,
are aslring that the city help fund
the "biological monitor," which
will cost S 1,000 to SS.000.
The model railroad train ride
currently covers about 8,800 feet
in a figure-eight in the northwest
portion of the park.
The Orange County Model
Engineers is a club of train
enthusiasts who voluntarily run
the railroad at no cost to the
city. Their request to expand
the ride required an
amendment to the Fairview
Park Master Plan.
About 45,000 to 60,000 people
ride the railroad per year, and
cow1cil mt>mbers have called it a
distinct attraction that makes
Fairview Part a special place to
visiL The railroad also hosts
'>chools, parent-child groups,
Scout troops. Cub pac.lcs, service
clubs and other private
organizations..

MORE FAIRVIEW PARK
The City Council is set to hear
a repon on plans for Fairview
Park that have been hammered
out, approved. discusSed,
debated and "reconfirmed" -
again.
In December 200 I, council
members asked recreational
staffers to hire an administrator
for the expansive park on the
Westside, who would educate
the public on various aspecu. of
the previously approved
Fairview Park Master Plan.
The administrator was hirt>d.
and the workshops were held in
July and August 2002. About 40
people came to give input about
the restoration of native plant
life, access trails and parking
lots.
A report from the pubhc
workshops. along with input
from the commissioners or the
parks and recreation comminee,
was formulated with a list of
suggestions that induded the
model railroad. a parking lot on
the east side of the park.

Irvine's Center for Embed-
ded Computer Systems

total from any group.
The center includes fac-
ulty members and intema·
tional research associates
from UCI. UC Riverside
and UC San Diego. Located
at UCI, the center was
formed in 1990 and has
grown into an independ-
ent organ17ed research
unit with emphasis on em-
bedding computation into
other application areas
such as automotive, medi-
cal and communications.
