The sanitary agency's five-member
board approved the preliminary six-
page version of a new grease-control or-
dinance at its noontime meeting Mon-
day.
Newport Beach has had a similar law
jn place since the mid-l 990s.
The district's move comes with the
Orange County Sanitation District mid·
way through a broad-brush study of
methods that could reduce sewage
spills caused by grease blockages in col-
lection lines.
On Sept. 17, a block.age at an El Pollo
Loco in the 1900 block of Harbor Boule-
vard caused raw sewage to spill into
drainage channels that led to the beach.
As a result. the Orange County Health
Care Agency closed sections of beach in
West Newport and at Huntington State
Beach.
Costa Mesa's grease-control ordi-
nance. lilce the one in Newport Beach,
would require all new restaurants and
eateries to Install what are known as
~grease Interceptors," devices that catch
grease before it leaves the restaurant's
property.
The district's new law also opens the
door for the district to levy fines of up to
$ l,000 or a six-m onth jail term.

Police said that the man was about 70
years old, but would not release his name
until his family was notified.

environmental group Defend the Bay,
said agencies should penalize restau-
rants who don't regularly maintain their
pipes.
NWhen you start seeing some of these
fines come down, you'U find they'll
change their poslure toward these
businesses: Caustin said. "It's good that
they're paying attention to the prob-
lem."
However, those penalties aren't ex-
pected to be dished out, ~aid Rob
Hamers, the district's engineer.

Johnny Cuesta. never saw the bicyclist and
didn't know he had hit him until he was
farther down Harbor. The 31 ·year-old
Cuesta, of Bakersfield, pulled over about
200 yards north of the intersection. Birney

Deadwood. are dangerous around

JoMarie Hayes tries not to be 'boring'
while teaching her seventh-gT:'aders
lifelong skills in using commas.

The whiteboards allow the

on one. It's repetition for the
students who need it. and the kids

Hayes teaches the seventh-graders
humanities -English and history -
in two blocks for almost two hours.
She presents a specific grammar
lesson every Wednesday.
She bas focu.1ed on commas since
the beginning of the year. To help
her teach grammar in an interesting
way, she bought a book called "How
to Teach Boring Sk:Ols." She also
mixes up the presentation of
grammar lessons, sometimes giving
it to students 10 do individually and
sometimes in groups. Sometimes
she reads the material aloud
She approaches the subject as she
does her students -in a
light -hearted, down-to-earth manner.
"She's not like the old kind of ·
. teacher who's 'blah, blah. blah' like
in 'Otarlie Brown.'" sald Courtney
Morisette. 12. "She's cool and she
understands us.•
While the shon-term goal is
-teaching her students the nuances of
commas, 1 layes' long-term hope is
that they leave h er classroom armed
with the tools for future
achievement.

The major. which will build on
the Department of English and
Compa.radve literature's strengths
in literature. creative writing and
fitef.uy theory, w just one of many
new choices the university is ae-
ajing ta entice students to the
campus.
'The university is in a period of
growth. and departments have
beeo asked to look at their offer-
ings and see if they c.ould imagine
new majors, new progm.ms and
new ways to •ttmct more and bet-
ter srudents," ·said Linda Geor-
rJruma, an English professor.
While the tean "literary journal-
ism• entered the po~ lexicon
arolllld the late 19th century, the
field of literary journalism is an
emerging one, Georgianna said.
The major will require several
courses in modem American his-
tory, different lcinds and periods of
English liter3ture, literary criticism
and theory and the history and
theory of literary joumallsm.
Students·will also get to choose
from writing seminars on various
subgenres of literary journalism,
such as writing about crime. writ-
ing about politics and the memoir.
Some literary jouinalism stu-
dents will read authors such as
Tum \\blfe. Norman Mailer and
Joah Didion.
The major will allow students to
spend a good deal of time woddng
on their stories.

way of combining the ~
and legwork involved in journal-
ism. that is, responding to evenlS

teach is a more considered writing
-writing that students have to

While the major offers an edu-
cation rather than oo-the-job
training, litenuy journalism ma-
jors may be required to perfonn at
least one internship as the pro-

ours and a ttad.itional journalism
program is that we insist on a his-
torical and theoretical approach
lo the field, as well as practice in

gram is to use today's
emerging technologies -

tial cancer-causing chemical
found in drin.ldng water supplies
earlier this year gave a startling
lesson for a groundwater replen-
ishment system planned to tak.e
effect in 2007.
·me chemical 1,4-dioxane got
into water that had been through
a treaunent that officials had be-
lieved would filter out all such
chemical agents. Th.is treaunent
process, known as reverse osmo-
sis. is integral to the region's plans
for replenishing ground water.
"We learned a lot of Jes.sons
from this dioxane," Mayor Tod
Ridgeway said. WNow we know
that when we do the groundwa-
ter replenishment. we now know
there are a couple of substances
that can get through reverse os-
mosis."
The groundwater replenish-
ment plan, also known as wtoilet
to tap," will channel wastewater
from the Orange County Sanita-
tion District through a nuffiber of

Now, thanks in part to the diox-
ane discovery. officials know of at
least a handful of contaminants
that can stay in the water
throughout these processes.
In addition to the dioxane,
which was cleared from local wa-
ter supplies about four days after
it wa'> discovered in February. at
least three other substances have
been labeled .. chemicals of con-
cern": a jet-fuel byproduct called
perchlorate; an industricll ch emi-
cal known as NMil'\; and the fuel
additive MTBF. which. ironically.
was put into fuel to reduce the
environmental hazard of air pol-
lution.

I am responding to the short article
describing the photo of the week by
Mr. Sean Hiller. I was slightly
appalled at the fact that images of
"dead" American soldiers Cas I

such "photo opponunities" and "great
pictures."
There is nothing great about war.
Nothing to be proud of, as everyone, on
both sides, suffers. The only thing great
about war is the American soldier.

high school ball in '53 and '54 was
playing again.st Rynn and Gouyd. We
had a decent balldub in '54, but could
not come d ose to Anaheim, mainly
because of those two guys. I recall being
on the defensive line and seeing nothing
but Oashes as either of those guys Oew
by. I once got an ann on Rynn. but he
almost tore it off as he went by. I believe
that each time he carried the ball it was
for 30 yards or more. They beat us 40-20
that year. all points scored by Rynn or
Gouyd on runs exceeding 40 yards.·
Newkirk added, •Fifty-four was the
year Olarlie Beny did so well It was
great blocking for him, as be was strong
enough to run over guys you missed on
your bloclc. He and David Tamura. sm all
and quick. made a great backfield
combination. Bob Milum also ran weU
that year."

Loara High and fo r Hal Sherbeck at
Fullenon College. The teams won
consistently over the years.

runner, finally chose to enroll at Oregon

play in a Rose Bowl game. Roy Ward of
