NEWPORT-MESA -School distnct and
city officials are feeling like the turkey the
week before Thanksgiving, wonying about
effects of the state budget crisis.
They know the furure is bleak, but they're
not sure where they wiU end up when the ax
fall!..
Gov. Gray Davis and the legislature are
meeting in a special session on Dec. 9 to cut
about $5 billion from the state budget as the
first step in erasing a deficit of more than
$21 billion.
While local officials aren't sure how much
will be cut lo cities and school districts, their
concern is amplified because these two en-
tities are eac;y targets .
.. Anytime that there·~ a state budget cut
with a number of this significance, it always
seem!> to be off of the backs of local govern-
ment. and that's where my concern is,"
Newpon Beach Councilman Steve Brom-
berg said.
Although budget cuts affect smaller ciues
worse than larger ones. Newpon Reach 1s
weU positioned 10 absorb a hit because it
ha.5 a healthy reserve and it's one of the few
debt free cities in Orange County. Bromberg
~d ' Costa Mesa also has a >trong reserve, City
C .ouncilman Gary Monahan said But he is
<;till forecasting a lean year for 2003.
"There won't be a lot of new programs or
hiring of staff." Monahan said. "We're very
concerned at 1he city level. The ruscussions
all through the last year have been, what is
the state going 10 do to cover its budget?"
Monahan said the city would only dip
into it!> re~rve as a last reson. but and that
wouldn't even help if the city slashes an on-
going source of funding.
While the Newpon -Mesa Unified School
Distnct has prepared for major cuts in fund-
ing by increasing its reserves, it may not be
enough, Assistant Supt. Paul Reed said. Like

time of the year are heavy holi-
day traffic that chokes freeways
and winding lines that leave peo-
ple waiting for hoW8 at the air-
port.
John Wayne Airport is expect-
ing a crowd of travelers compa-
rable to last year, with today and
Sunday being the busiest days,
spokeswoman Ann McCarley
said. Last year, 96,000 people
passed through the airport's ter-
minals.
"J haven't seen the long lines
Travelers should arrive at least
2Y.! hours before their flight's de-
parture today and Sunday and at
least two hours before departure
Friday and Saturday, she said.
Tutvelers and their baggage will
~o lhrough federal screeners,
who have replaced those from
private companies as of Oct. 16.
A couple of things for travelers
to remember? Don't wrap your
gifts until you get to your desti-
nation, because you will have to
open them up if you're asked to.
And always put undeveloped

Afghan King Zablr Shah honored Rep.
Dana Rohnlbacher earlier this week at a
small ceremony in the cour,uy.
Shah handed Cpsta Mesa's congressman a
royal medallion for bis vocal, and public,
support for his regime. Rohrabacher was one
of few congressional leaders who regularly
spoke out against the Soviet invasion of the
coWltry in the late 1970s, the repressive
policies of the Tull ban regime and o.ama Bin
Laden's Al Qaeda training camps. which have
been linked to the Sept 11 attacks.
"In our fight against the communists, the
Taliban and Bin Laden, you were with us
when no one else was," Shah said . "You will
always have the grat.irude of the Afghan
people and their king.~
Shah had been deposed by the Taljban, but
returned to his ceremonial post earlier this
year after U.S. troops helped resistance
fighters overthrow the Taliban regime.
Rohrabacher, who won election to the new
46th District on Nov. 5. spent three days
visiting Afghanistan this week before 1he
Thanksgiving holiday.
I le also met with lraqi resistance leaders
and with the United Nat.ions weapons
inspectors before returning to his ho me
district.
In meetings with Shah and Afghan
President Hamid Kanai, the garrulow.
congressman promised that the United Slates
would continue to help stablJize their
country, even with President George Bush
readying the military to depose Iraqi leader
Saddam Hussein.
Rohrabacher was one of 1he chjef
architects of the Afghanistan Freedom
Support Act of 2002, passed in the Senate on
Nov. 14. The legislation authorizes $3.J billion
in funding for Afghanistan over the next four
years in economic, politicaJ and
humanitarian ajd.
A GRANT FOR AIR
The city of Newport Beach is turning 10 the
federal government for aid to prepare for any
terrorist attack.

while in Costa Mesa. Guy MNMMn seems
the only logical choice, with Coun~~an
Ubby Cowan apparently not Interested an

Whenever talk of a new mayor a.rises.
invariably the word "ceremonJaJ• gets tO!>Se<l
about immediately. However, recent history
shows that the cities' top elected spots need
to carry more weight than that

Wayne Airport and fJ Toro. And the mayor uf
record when it comes 10
the airport W\Je doesn't
live in Newport-Mesa.
He lives. of course. in
Irvine.
Larry Agran, who
managed to resurrect hi.,
political career in large
part by fighting off the
threat of an airport at tlw
closed El lbro Mari11e Air
Base, has the advanta~c· S.J. CAHN ofbeingan elected
mayor.
But, still, to have so beat back the
Newport Beach-based El Toro juggernaut "
a feat not solely attributable to Wm being
"elected" and not •ceremoniatr
A similar force of will is needed in
Newport-Mesa, and not juM to continue the
El Toro fight or to secure the settlement
extension at John Wayne.
In Costa Mesa. the next mayor will hJve 111
guide a yoWlg. largely inexperienced
council. Monahan has said he wants Lo hold
his feUow dais -sitters to a stricter standard
He wants them prepared for meetings: ht'
wants them to make decisions and not lt~aw

The city's Westside remains a problem.
Housing expansions -notably ..econd '>ton

issue. Redevelopment throughout the cit~
has been waiting to happen.
Monahan's challenge is to drop the
ceremony and make this council work. The City Council. at its Tuesday evening
meeting. accepted a federal grant to help pay
for equipment purchased by the city's fire
department.
Fire Chief nm Riley, earlier this year,
bought several breathing apparatuses. The
department bought 19 such air bottles. which
cost $11 ,888.

little to settle the Greenligb.t vs. developmen1
issue; there are still numerous residents who
feel the council is not exactly responsive. or
even civil, to their concerns. The general pl.in

a Federal Emergency Management Agency

The agency provided funds from its
"weapons of mass destruction" grant
program, which provides aid to
communities working to "improve their
readiness to handle tf>rrorist attacks" and
other incidents caused by biological or
chemical weapons.
The council unanimously approved
accepting the grant, which comes from
FEMA's 2001-02 fiscal-year budget. The
agency approved the fire department's grant

The 43-year-old Coron a del
Mar resident heads the locaJ
chapter of Citizens Against
Lawsuit Abuse, a national
organization that aims to
educate the public about the
negative effect of frivolous
lawsuits on society.
Maloney has received the
Legal Watch Dog Award from the
American Tort Reform Assn . for
her work lo educate
homeowners about alternatives
to litigation over disputes
concerning construction defects.
"Lawsuits without merit hurt
lhe economy," MaJoney said.
"When a company is sued to the
point lhat lheir Insurance rates
shoot up and they have to go out
of business, jobs are losL"

Maryann Maloney, of Corona del Mar, won a Legal Watchdog Award from the American Tort Reform
Assn. for her work with Citizens Against Lawsuit Abuse, which discourages frivolous }awsuits.
The reason lhere are so many
lawsuits is because it is so easy
to file one, she said.
"Anybody who wants to file a
lawsuit can walk into the
courthouse and file one for less
than $200," she said. "They have
nothing to lose and everything
to gain. People see other people
gettiAg these big jury awerds. It's
become a frenzy now."
The American system is
different from lhe British legal
system, in which the loser pays
court costs, attorney fees and
lhe award. If such a tough
. system were lo be enforced in
the United States. people
wouldn't be running lo
courthouses to claim lheir
millions, Maloney said.
However, not everybody
agrees with Maloney and what
her organization stands for.
Frivolous defenses are more
common lhan frivolous lawsuits,
said Darren Aitken, a former
Newport Beach resident and a
lawyer who has had his practice
in Orange County for the last I 3
years.
"lf people didn't do anything
wrong or if lhey accepted
responsibility when they did
somelhing wrong, there would
be no litigation," he said .
Aitken said he is not against
people settling issues between
themselves instead of going to
court, but most individuals file a
lawsuit only when lhey don't
have a choice.
"If I have a problem wilh my
car am J going Lo file a lawsuit
right away?" he said. "No. I
would call lhe deaJersfiip and
ask lhem if lhey can fix lhe
problem. That's what most
people wouJd do ... Most of lhe
so-called frivolous lawsuits
automaticaJJy gel flushed out of
lhe system. Aitken said.

same bleak prospect as other
districts around the state, since
many districts already commit·
ted the money that the state

are only about $2 billion, it would
represent a loss of about $7 mil·
lion for the district. Reed said.

outside of Orange County.

county unless it's an exceptional
case and unless there are very
good reasons to do so," she

Serving up a
bit of gratitude

Thanksgiving
Day.
Not many
things can warm the heart or
fiU the tummy Like a good
Thanksgiving Day meal with
family and friends.
But the reaJity of ~e
holiday is that while many of
us are blessed with heaping
portions of fortune a nd good
heaJth, there is plenty of
poverty and blight to fill up
our plates, as well.
Those who started the first
Thanksgiving knew well of
life's cruel twists and turns.
Thanksgiving dates back
400 years ago to
Massachusetts, when many
of the Pilgrims who had
arrived in the New World in
the autwnn of 1620 were
unable to grow crops and
more than half died from
dil.ease.
The next s pring, the local
Iroquois Indians taught the
settlers how to grow corn and
other crops and how to hunt
and fish. By the fall of J 621 , a
bountiful harvest of com,
barley, beans and pumpkins
was to be had. The colonists
invited the l1oquois for a
dinner of thanks, roas ting
deer and tUJkey to go with
the rest of bounty.
Thus started an American
tradition that b alive and well
today.
Jn Newport-Mesa, charities
get their share of blame.
Many claim they are havens
for bad elements and
magnets for the poor.
But on thjs day of thanks,
we would like to take exiend
our gratitude to those who
make life better for our
community's less fortunate
and continu .... the tradition
started by our nation's
founders.
To the soup kitchens and
the churches, to the school
teachers and the medical
professionaJs who deal with
life's hardship on a daily level,
we thank you.
Every year, many spend
Thanksgiving Day away from
family and loved ones. They
work !>OUp lines and give
away turkeys to needy
families. It's a labor of love
and, in some cases, we
acknow1ed ge. a chance for
publicity. but there's little
doubt that the spirit of giving
com es aJive each and every
year on this fourth Thursday
of November, just a~ it did
400 years ago.
Can and should we do
more? Of course we can and
we probably sh ould. but if
there is but one day that we
stop and reflect on our gifts
and how blessed and lucky
we are. so be it.

I find this a perfectly
legitimate motive, especially
when the people most
aggressively pushing the current
war with Iraq never fought one
themselves and won't be flght:iJ')g
this one. If it talc.es the thieat of
being drafted into a preemptive
war to get our young people
involved, so be It
I can remember facing a class
at UO the day after our
invasions of Panama and the
island of Grenada and asking the
students how they felt about
these actions.
In both instances, well over
half the class didn't even know
the invasions had taken place.
When I suggested the possibility
that they might be required lo
serve their country if these
. actions were to trigger
something larger, they said they
would deal with that when and if
it happened. And when I then
asked if there were any current
public issues that might move
them sufficiently to get
personally involved, they
couldn't think of any.
So I find these new examples
of student involvement in public
affairs both posJtive and
encouraging, especially because
they open healthy public debate
among young people on issues
that may deeply alfect their lives..

at UCI, where fake bombs
exploded, scattering Oour that
turned civilians into victims

though a young letter-writer to

clear: Bombs don't just fall on
soldiers.
The protest was mounted by
14 campus organizations. from
the Society of Arab Students to
Amnesty International and was
addressed by a faruJty member
who suggested that the antiwar
movement "needs to grow and
mature and move into a new
phase" -which wasn't what
some of the proteslers wanted to
hear.
All of this reminds me of
another UCI protest 30-some
years ago, when the Ubrary plai.a
was packed with angry students
who had trashed a bank building
and were threatening to get out
of hand again.
In this chaotic moment,
ChanceUor Dan Aldrich appeared
on the library balustrade and
quieted the crowd by the sheer
sire of his presence. Then for the
next half hour he talked to them.
I can't remember what he sald,
only that he literally talked them
down, until they began to break
up into small groups and drift

We can hardly fault the young
people who might be drafted into
that foroe for questioning the
wisdom of such a war and the
validity of the inforrnatJon being
given them -and all of us -in
support of it. If the Bush
admin.lstration can bypas.s tJ1e
constitutional requirement for
approval from Congress to launch
a war in Iraq. then perhaps ii
should listen to the people who
may end up lighting ii.

coach Ouis Sorce said his team wu still a
mystery. So the Eagles shall remain, if not
to their coach. at least to the rest of the
prep basketball public, until Sorce takes
them out of sedusion Dec. 9, when they
open the La Quinta Tuumament against
fonner Pad.fie Coast League rival Laguna
Beach.
"I thought this group needed a little
more time, because I thought we'd be be-
hind defensjvely," Sorce said of the de-
layed opening. which comes one
weeJc after teams are allowed 10
schedule contests.
"While a lot of teams will be
playing games that first week. we11
be practicing .. . and scouting.~
Sorce said
The early scouting report on the Eagles
is promising. In addition to talented re-
turners Joey Lindquist and C.arlos Pinto,
optimism abounds over a shift from the
PCL to the Golden West League. where.
beyond prohibitive favorite Ocean View,

Undqwt. a 6-foot-7 senior, was sec-
ond-team All-PCL last sea<iOO. when he
averaged 11 .6 points and seven rebowlds

joined on a sizable front line by Pinto. a
6-4 sophomore. as~ as 6-5 junior Scott
Sankey and 6-4 junior Costa Mesa trans·
fer Jordan Stroman. who could
give the Eagles one of the league's
most imposing front roun rota-
tions.
"Joey's a big key to our sea-
son." Sorce said. "From tus sopho-
more year to his junior year. Undquist
improved immensely and he was re-
warded by being named second-team all-
league. The goal this year. is to be first-
team all-league..
Pinto. who averaged 5.6 points as a
part-time starter, could have a break-
through season.

"He accomplished the rare feat of starting
as a freshman on the varsity last year. I

under-14 championship in AYSO
Region 57 soccer action.

winning goal for the Saints as
they beat the Hot lava. 3-2
Sunday.
The teams were tied 2-2 at the
end of regulation. PhillJp
Bannan and Alex Neff scored for
the Saints and Spencer Price
and Jeffrey Gnlnt tallied goals
for the Red lava.
The Strikers defeated the
Saints. 3-0 Nov. 16.
Licorish scored two goals and
Bannan tallied one goal for the
