NEWPORT BEACH -The arraignment
of a Costa Mesa man arrested on suspi-
cion of vehicular manslaughter and drunk
driving after a fatal accident outside the
Pierce Street Annex bar last week was
postponed until March 19.
Language barriers snagged the usually
swift arraignment process Tuesday, offi-
cials said. Pawel Stanislaw Wiater, who
wns allegedly driving the Mitsubishi
Eclipse that struck two men on Friday.
killing une of them, primarily spoke Pol-
ish, officials said. Andre Felipe de Oliveira
Braga, 3 1. of Laguna Beach. and John Ga-
razulis. 25 of Westminster, were hit while
crossing 17th Street at the come r of Ray-
mond Avenue in Costa Mesa early Friday
morning after leaving Pierce Street Annex.
Braga died at the scene. and Garazulis was
taken to Western Medical Center with se-
rious injuries.
Wiater, who is taU and slender with
short, dirty blond hair and a goatee. had
asked for an interpreter before the ar-

NEWPORT BFACI I -The City Council
on Tuesday approved a plan to use emi-
nent domain. if necessary. to take over the
site of two homes to build a Santa Ana
I !eights fire station.
But the city's belief that the land is
worth only $33.75 per square foot was
shattered by the revelation that the 2.1-
acre parcel is already in escrow for $45.50
per square foot.
"Tiiat piece of property is probably the
prrmiere piece of land in that location,"
said Geoffrey Payne, a representative of
Steadfast Propenies. which is in escrow to
buy the land.
The grown daughters of residents Alva
and Mary Spann Davis, who are In their
80s, told the council th?t the only reason
their parents are willing to sell is because
they believed they'd soon be forced out. A

request from Aloha Airlines to add di-
rect flights from Washington, D.C. to
John Wayne Alrport.
Rep. Ouls Cox, who h as to change

for four of 12 available slots at Wash-
ington Reagan National Airport. He

tire Orange County congressional del-
egation, including Rep. Dana Rohra-

tionship going back more than
50 years, the Costa Mesa Sanitary
District ls asserting Its lndepend·
enc::e and breaking away from
the city.
The dJatttct has outgrown Its

space in C:ity 1 lall and wants to
streamline Its staff in a new
building. manager Rob Hamers
said.
On Monday. the district's
board of directors agreed to pur-
chase a property on West 19th
Street for $730,000, Hamers said.
The move has been consid-
ered for IO to 15 years, but the
cramped space at City Hall these
days has made the move a ne-
cessity. Hamers said.
"The city doesn't have enough
space for its own people, let
alone our people," Hamers said.
The sanitary district was es-
tablished 60 years ago. nine
years before the city was incor-
porated. On Feb. 8, I 944, voters
approved forming the district to
install a sewer system and to col-
lect trash and garbage. Today.
the district serves about 115,000
people, and it's still headed by a
five-member board of elected of-
ficials.
The dlstric1 doesn't expect to
move out for another four
months. Hamers said.
The city will continue to sup-
port the district until it ls fully
moved and settled into Its new

construction. ushering,
mailings and assorted technical
duties. Scheduling is flexible,
with a two-to 20-hoor
commitment per month. The
Newport Theatre Arts Center is
OASIS SENIOR CENTER
Meals on Wheels volunteers
are needed to distribute
prepared dishes to homebound
seniors in the Newport Beach
area. The delivery time is
between 11 :30 a.m. and l p.m.
daily. The center also needs
volunteer nurses for its
semi-monthly blood pressure
screenings. The center offers
this service between 9 and 11
a.m. the first and third Tuesdays
of the month. Volunteers
should commit two hours once
a month or volunteer on a
substitute basis. The center is at
800 Marguerite Ave .. Corona

Adding insult to injury, it appears
that neither St. Marie's or Our Lady
Queen of Angels' proposed
expansion projects will "trigger a
Greenllght vote." If this proposal
were a KoU Development, or any
other developer for that matter, you
can bet that Greenlight would be all
over it like a cheap suit.
All our attempts to enlist the help
of Greenlight have fallen on deaf
ears. Greenlight's failure to get
involved with this cause is de facto
discrimination and is monumentally
illustrative of the double standard
that exists within that organization.
What is troubling to us is that the
Environmental Quality Affairs
Committee has given little
consideration to the consequences
their actions will, in fact, have on
our neighborhood. The streets are
not now, or ever were, designed to
handle the traffic and or congestion
that these three institutions bring on
a daily ba.'iis. The city only
exacerbated an already
out-of-control problem when it
closed Bison to through rraffic
thereby adding unnecessary stress 10
both intersections at Eastbluff Drive
and Jamboree Road, and effectively
turned what used to be public
streets into semi· private roads.
All at the expense of those of us
who reside across the street, adding
to the endless list of streets that have
become inaccessible for use by
those who contributed to the cost of
building and maintaining them. As it
is, access to our own residential
streets is now restricted on school
days, thereby limiting our ingress
and egre'Ss t'o our own homes. ·
Remember that these are streets that
our tax dollars contribute to build
and maintain. St. Mark's and Our
Lady Queen of Angels contribute
nothing due to their tax-exempt
status. Never mind the fact that high
school students, their parents,
friends as weU as those attending
services at both St. Mark and Our
Lady Queen of Angels regularly
exhibit a blatfil\l disrespect for traffic
laws thereby jeopardizing those of
us who live here. On any given day,
many disregard stop signs, speed
limits, block inlersections, double
park and trespass on private
property. The sobering reality is that
our very quality of life is
disintegrating day by day while the
city's Environmental Quality Affairs
Comminee, city planners and City
Council sit idly by doing nothing to
protect the interests of those of us
who call this neighborhood, or
what's left of it, our home.
lbat said, we want to know what
actions, if any, that the city's
Environmental Quality Affairs
Committee intends to take 10
address the egregious oversight of
these already exis ting problems,
problems that the committee has
turned its collective backs to and the
dramatic effect it has had on our
neighborhood. You don't have to be
a rocket scientist or conduct another
useless environmental study to see
that's there is something wrong with
this picture. All you have to do is
open your eyes. Enough said.
