Schools resigned to severe cuts
Local officials can't say yet how the governor's
mid-ye.ar proposal to remove $1.9 billion from
the state's education budget will affect district.

ficials reaci.ed to the governor's
proposal for slashing $1.9 billion
in education budget funds with
the same resignation as when get-
ting a fruitcake for <llristmas.
It's pretty big. Its ugly." said Paul
Reed, assistant superintendent for
the Newport-Mesa Unified School
District.
Gov. Gray Davis on Friday sug-
gested cutting $3.4 billion from
this year's totaJ budget to combat
poor economic recovery through-
out the state. The legislature will
begin considering the proposal
Monday.
The governor proposes cutting
K-12 funding by $1.5 billion for
the year, while withholdlng an-
other $143 million previously set
aside.
For Newport-Mesa, the fallout
depends on bow much will be
slashed from various programs
and how much Oexibility the state
will allow in terms of shifting
funding that is designated for spe-
cific programs. Reed said.

Officials at the K-12, commu-
nity college and University of Cali-
fornia levels said it's much too
early to know the exact effect of
the proposed cuts.
For the community colleges,
$97 .5 million would be cut for the
year, and a $38-million shortfall in
local property taxes would not be
offset by state funds. There would
also be an $80-million reduction
in funding for K-12 students tak-
ing courses at community col-
leges.
For the UC system, Davis pro-
posed $74 million in mid-year
cuts. on top of cuts already imple-
m ented earlier this year. The cuts
include a $19-million unallocated
budget reduction, which the
Board of Regents is conside.ring
offsetting by a $135 increase in
student fees for the spring 2003
tenn.
"We're one of, if not the top-
most growing, campuses and
we're overenrolled this year by
about J.<XX> students," said Roy
Dormaier, vice-chancellor of plan-
ning and budget "The governor
has talked about protecting in-
structional worldoad and growth.
He still wants us to take more stu-
dents."

Louis Nockold was aboaJd the
USS Honolulu In Pearl Harbor on
Dec. 7, 1941. The navy veteran was
ironing his uniform, getting ready
to head over to Waikild to check: out
"cute gals" when an alarin
screamed over the ship's public ad·
dress system -"battle stations on
the double."
Nockold recounted the shock
and horror of the Pearl Harbor at·
taclt to a rapt group of students at
Corona del Mar High School on Fri-
day. This is the fourth year that the
school bas invited veterans to share
their personal stories of World War
D with students in honor of Pearl
Harbor Remembrance Day, which
is today.
"This is living history," said De-
nise Weiland the school's commu-
nity service program specialist "We
don't know how much longer they'll
be around."

Walter Ehlers, who received the
Co~ional Medal of Honor, re-
counted the harrowing ordeal of
being one of the first to land on the
beaches of Normandy on D-Day.
His brother, who came ashore a
short time later, was lcilled during
the invasion.
"It was 60 times worse than what
you saw in 'Saving Private Ryan,'"
Ehlers said
And he urged the students to be
tolerant of others to prevent war in
the future.
"One thing I want to get the mes-
sage out about is hate -don't
hate," fhlers said. "It destroys you.
it destroys families. it de!>1Toy8 the
nation. The !Sept 11 terrorists!
hated Americans. but actually they
hated their own people because a
lot of Muslims Uve here."
Gene Robens discussed some of
the reasons the U.S. decided to
drop atomic bombs on Japan. in-
cluding saving American military
lives and accelerating the advance-
ment of science and t.echnology
based on atomic energy.

damage to the Upper Newport Bay was
averted Friday after 4,000 gallons of jet fuel
that spilled during a traffic collision failed to
reach the flood control channels, officials said.
The fuel leaked after a suspected drunk
driver in a sport utility vehicle broadsided a
tanker truck: near the Costa Mesa Freeway at
Baker Street and Paularino Avenue at about 2
a.m . Friday. police said. The sport utility vehi-
cle was exiting the freeway and the big rig was
eastbound on P'aularino. Costa Mesa Police
officials said.

most categories plummet during the first half
of the year, a state attorney general's report
released Thursday showed.
Costa Mesa saw several aimes, partic:ularty
robberies. assaults, burglaries and auto
thefts. increase in 2000 and 2001. But all of
those categories showed a significant decline

went to church, and
what we experienced
was so precious that my
soul felt deeply fed and
satisfied.
But surprises and
blessings continued.

'.fhanlcsgiving was that I never knew what or
how God would reveal himseJf, or what
would be said. .
The pastor stepped aside and it was open
mike. everyone was invited to share what he
or she was tbankfuJ for this year. There was a
powerful feeling that God wanted to make
bis presence known and that people wanted
to share deeply from their hearts what God
had bee11 showing or doing in their lives. I
laughed and cried right along with them.
At one point, all the children were invited
to come up on stage. Some of them bolted to
the front, and others needed extra
encouragement or accompaniment While
some shied away from the microphone,
others didn't want to let it go.
Many said they were thankful to God and
for God. Some added that they were thankful
for their mommies, or daddies, or their
assorted pets and toys. Then. totally
oblivious to the audience, some of the
children found the eyes of their parents, and
wawd with an enthusiasm that I wish I could
bottle and keep. 1 was ene~ by the
proud looks on the parents' £aces.
There were team and laughter throughout
the room as we watched the children's
sh.lnlng eyes and beaming faces. Oilldren
bring such joy. and their inhibition and ease
at saying their thanks is truly refreshing.
We were all ~n a piece of paper on
which to list some of the things God does for
us. The children led us to an attitude of deep
gratitude. The more I wrote, the more I had
to write, and the more I realized how much I
have to be thankful for. Some of the things
on my list were happy, fun things, but I was
even able to thank God for hard times, as
well Those times have clearly heJped me
grow.
I read a quote by H.U. Westermayer. "The
Pilgrims made seven times more graves than
huts. No Americans have been more
lmpoYerished than these who, nevertheless.
set aside a day of thanksgiving.•
That helped my perspective and gave a
structure to my list by reminding me that
even in trials, great blessings abound.
My list included family, friends, fun,
forgtveoess, freedom to worship. water to
dd:nk or swim in. and much more. I also
Included giggles, children's glee. little boys
and girls and their total zest for life. I'm
thankful for parents, children and for
laughter. because I love to laugh and
laughter is contagious.
And you can quote me on that

Three rears ago, Katrina 'Dmgen,
who had graduated at the top ol her
high schooJ class, was enjoying her .
studies and life as a sophomore at
·Harvard University .
That summer. Tungeo
volunteered to care for babies in a
Nicaraguan orphanage.-Wben the
summer was over, she returned
home to Costa Mesa with an illness
the doctors still haven't been able to
diagnose.
Tungen, now 23, suffers from a
mysterious ailment affecting her
autonomic nervous system, but the
doctors don't know its cause or bow
to treat it This once very active
woman now bas a hard time sitting
up, reading or other daily activities
that most people take for granted.
She remains disabled, unable to
return to college. get a Job or live by
herself.
·1 thought J would go bac.k in the
fall and that I would find out what
was wrong," she said. "I started
seeing doctors, and it kept getting
worse. Getting dressed, putting on
makeup, taking a shower or walking
around the block or going to the
doctor -I can do one of these
things, maybe two, but I can't do all
of those thin~ lo the same day."
Tired ofa whole lot of bad news
and a bad situation, langeo and her
father, Ken 'Dmgen, came up with a
positive way lo deal with the
situation and help with the
ever-growing costs of her illness.
They decided to make a Cluistmas
CD called "Katrina's Cluistmas
Wish" to heJp raise funds..
Katrina said her faith, belief and
God have helped her through this.. A

caused a shift in the Planning
Department's approval of such
projects and increased the need
for formal scrutiny, officials say.
The Planning Cemmlsston on
Monday will review appeals of
four disdnct second-story con-
struction projects, each of
which were denied by city Zon-
ing AdmWstrator Perry Va1an-
t1ne. The recent rash of denials
foUows a handful of slmiJa.r
home remodel projects that
suffered Crom substantial com-
munlty opposition.

on Broadway Avenue and an-
other on Rower Street, were ap-
pealed by Councilman Gary
Monahan, who said the city
must make its approvaJ process
uniform so residents can ap-
proach projecli with confi-
dence. Monahan argues that
the city's requirement that proj-
ects be "harmonlous and com-
patlble" are far too subjective
and leave residents unsure
about what the city wants from
them.
"It's gotten to the point where
anyone wbo· needs room for a
growfug family is being moved
out of town,· Monahan said. "If
the project complies with code,
it should be built by right."
Valantine admitted he had
changed his review criteria as a
result of previous neighbor-
hood contention about the is-
sue.
Each project requires a "mi-
nor design review" by the city
zqning adm.inistrator, whose
job is to ensure the proposed
development would be appro-
priate for the neighborhood.
The word "minor" in the tille
means that such projects do
not require commission ap-
• proval or staff review.

"What is good for one lot is
not necessarily good for an·-
other," Foley said.
The zoning administrator
said he used to measure a proj-
ect's compatlbllity based on the
changes that would be seen
from the street because he
understood the greatest con-
cern to be the Mc haracter· of the
neighborhood.
"I felt the character of the
neighborhood -and maybe
thjs is because I don't actually
live there -was primarily es-
tablished from the street," Va-
lantine said.
"I've realized there is more to
lhis issue than what you see

· In some of the m.ore contro-
versiaJ cases, residents consis-
tently complained of a lack of
privacy, being seen in their
backyards from up above and
blocked views. A group of resi-
dents of one Eastslde tract even
petitioned city leaders to create
a specific 1one for their homes
that would more str1ct1y regu-
late two-story additions.
Monahan brought their con-
cerns to the council and asked
to study the possibility of an
"overlay zone" for a tract con-
fined by Tustin and Irvine av-
enues and 18th and 19th
streets.
Karen Diedrich, whose two-
story addiuon was derued by
Valantine, said her property is
different from other Eastside
homeowners and could not be
viewed in the same light.
"Our home is not like a tract
neighborhood, where every-
body has the same configura-
tion ," Diedrich said. "We are
just trying to make it large
enough to be livable for us and
still have some backyard.·
The other two housing proj-
ects being appealed are on West
19th Street and Magnolia. ·

A boat fire Thursday near
Udo Pack Drive caused about
$20,000 in damages, officials
said.
Newport Beach firefighters,
lifeguards and Harbor Patrol
deputies responded to the fire
that broke out at about 8:30
p.m. Thursday, Capt. John
Blauer said.
He said a security guard spot·
ted smoke corning out of The
Last Call, a 125-foot boat docked
at Anchorage Lane. The most
significant damage was around a
radio mounted on the side of a
Jacuzzi on the front deck. No
one was injured in the fire.

for substitute teacher
A 35-year-old substitute
teacher accused of sexually as·
saulting several female students
waived his preliminary hearing
scheduled for Thursday. His
next court hearing Is set for
Dec. 17 in Santa Ana.
Todd Jerome Haluch of Hun-
tington Beach faces 17 felony
counts of sexual assault and
one count of wi tness intimida-
tion. He was first arrested Sept.
13 after a therapist who treated
one of the victims told police
about It. Haluch posted
$250,000 bail the same day.
A second warrant on four
fresh charges led to another ar-
rest Sept. 30. Haluch is now in
Orange County Jail. On Oct. 16,
he pleaded not guilty to all
charges.

Corona del Mar's Susan and Henry SamueU, who

"Susan and I have been very blessed." he said. "We
felt it was our duty to give back and we will continue
to do so in the future."
The event was marked by an emotional keynote
address by Newport's Unda Biehl. The tragic death
of Biehl's daughter Amy in South Africa touched
hearts worldwide nearly a decade ago and continues
to inspire those working for peace and equality all
over the globe.
Julie HlU served as master of ceremonies for lhe
prestigious event, with support from Unda Parton
and event chairs Janet DeWolfe and Shelly Hoss of
the Orange County Community Foundation. Others

stages, after the remodeling of
its main theater, now the

Rodriguez, costume designer
ShJgeru Yaji, lighting designer
Lonnie Alcarez and
choreographer Linda Kostal.ik
to restage the holiday musical
for a bigger theater and still
keep it intimate. The show's
connection with its audience
is a large part of its perennial
appeal.

"You guys are so much belier

play with more heart. We can't

goal in its last two games.
"No way should we have tied

"Through time, Rajabi hopes
the Eagles can find the chemistry.

Bolsa Grande cut the deficit to

scored 10 straight goals through
three periods.
Chelsea Kaplan scored her
goal after she stole the ball from
a Matador in the middle or the
pool and drove to about two me-
ters before firing the ball into the
upper-right comer of the net.
Kaplan tallied three first-half

Britta Pitti and Jessica Fernan-
dez also pressured the Matadors,
leading to Eagle counterattacks.

played with two-person teams,
demands the all-around skills
that make Jennings so valuable
to the Sailors.
"She's a tremendous beach
player," said Glenn, who
praised Jennings' ball control,
serving. leadership and
shot-making ability at the net.
"She makes some ama7l(lg
digs and she gives us a lot or
energy with her jump serving.·
Glenn said. •And when she's
hitting. she doesn't have to
swing away every time. She's
able to move the ball around
and hit the open spots better
than most players."
Energy may best desaibe
Jennings' on-court presence,
which, Glenn belleves, also
evolved, this season, to include
leadership.
"She leads by example and
she's not real vocal," Glenn said.
"But she's vocal when it's
competitive and that's what I
like. She ju.~t refuses to lose."
Jennings said she takes pride
in her collection of ski&, which
also includes setting. aft~r a
lase-season shift from outside
hitter to opposite the setter.
Glenn said he was hesitant to
make the move, but·he has no
regrets.
"She was playing so well
outside, but by switching. she is
able to do even more or the little
~ to help us. It allows us to
do more with her."

Jennings came through in a
crudaJ stretch of the fifth
game Saturday. posting
back-to-back k:ills to tum a
9-8 deficit into a 10-9 lead.
"We were Josing. 6-2, in
that firth game and I started
thinking 'We can't loose this
game and we won't,' " she
said. "I remember F.mily
Turner and I looked at each
other before one serve and
we both said 'We are not
going to lose this game.' "
Jennings said volleyball had
never lost Its appeal. ever
since she began playing in
the slxth grade. She earned
her M rating on the beach
last summer and said &be
plans to play in a pro
women's tour qualifying
tournament next summer.
"It's just the greatest thing
in the world," she said of the
game played competitively by
both her father and mother.
When pressed for a specific
reason the game ls so great.
Jennings paused and. as she
does on the court, shifted her
energy toward the team.
"The best part ls coming this
far," she said of the Sailors'
extended postseaSOn run.
