in the bay.

paint called anti-fouling paint That paint

a lot of effort. including
chopping down some trees and

Irvine defeats activist's
environmental challenge
An Orange c.ounty Superior Court Judge
on Thursday declined Newport Beach-based
Defend the Bay's petition against the city of
Irvine asking to invalidate an environmental
study relating to an Irvine Co. development
The study involved a general plan amend-
ment and woe change to develop 7,743
acres of land for residential, commercial, rec-
reational and public uses.
The local environmental group headed by
Bob Caustin maintained that the develop-
ment would harm native plants and anlmaJs
and would raise issues such as tramc, police
protection and water quality. Defend the Bay
petitioned the court saying that the environ-
mental study did not address any of those is-
sues.
Judge Robert Jameson ruled that die city
did comply with the California Environmen-
tal Quality Act by addressing all of the issues
raised in the complaint and finding solutions
to many of them, including traffic and polic-
ing.

of teacher Donna Kelsen, has been selected
as the featured choir at the Natiooal JUnior
Higb Scllool Oloir in New York City next
April.
The Madrigals will sing along with the

this lateist article about the phony

followtng this story for a while now.
What really upsets and disturbs me,
being a Costa Mesa resident, quite
frankly, we tend to look at Newport
• Beach in a better light
I'm appalled that there are members
of the City Council, sitting as well as
recently elected -Mayor Steve
Bromberg, Gary Adams, Tod RJdgeway
and. to a lesser degree, I would guess
this fellow Don Webb -whose
campaigns were managed by this guy
Ellis.. I'm amaz.ed and I'm really, quite
frankly, amazed the people of Newport
Beach aren't smarter than that
I would definitely like to see some
major campaign reform.

Please remember that individual
beliefs often do not colncide with
those of prominent leaders. The
beauty of this country is that an Iraqi
student can voice her opinions
without fear of government reprisal
(usually); in Iraq, this same student
would be jailed or worse. I low can we
think that this or the demonstrations
of the 1960s are in any way bad? The
Vietnam War was not lost because of
the peace protesters; it was lost
because we went into it without clear
objectives to win. When you fight
"not to lose," the end result is never
good.
The lener writer states that "we can
be destroyed when those freedoms
(peace and freedom of the press) are
used by our enemies ... against us.·
We can never be destroyed as a result
of the freedoms that our constitution
guarantees; these freedoms make us
strong (even if, occasionally,
vulnerable).

My experience is that the Southern
California region is about 30 years
behind most areas in this country
with this kind of population in terms
of airport facilides. The counties of
San Bernardino, Riverside, Orange and
San Diego represent a region and
shouldn't be so provincial, so that
each one can have its own little
boutique airport. They should work
together and provide the residents a
regional airport that would serve all
parties and be more efficient and
create less traffic in the air.

I read in today's Daily Pilot about
Pat Beek feeling that she lost her race
a few years ago because of cUshonest
phoning that was provided by a
campaign manager, Dave Ellis
("Phony phone calls may be nothing
new," Dec. I I). The Greenlight
organi7.ation Indicates that Ellis was a
manager for several other council
people who may have participated in
the same dishonest activity. I feel this
should be condemned and, if [the
tactic wasJ illegal, the appropriate
measures should be carried out by the
city police.

interest guidelines
Newport Beach council hopefuls, as
well as those elected, need conflict of
interest guidelines such as those
modeled after Los Angeles' guidelines
and as have been proposed by
Councilman John Heffernan. Conflicts
of interest are to be avoided, whether
between council cancUdates and
election consultant·mentors or
between successful candidates and
city contractors or development
interested applicants.
ln our small city, council candidates
are familiar people, if not our friends.
They lose our respect simply by
signing on with anything·goes,
pay-to· play consultants whose onJy
goal is a winning client regardJess of
the after stench, or once elected, have
legal, but highly questionable
business connections with municipal
contractors or development interests.

The Federal Housing and Community Development Act of 1974. as
amended provides Federal Community Development Block Grant
(COBO) funds for projects that promote the development of viable urban
communities by providing decent housing, suitable living environments,
and expanded economic opportunities. particularly for persons of low and
moderate income.
Over the past years, the City of Newport Beach bas participated in the
CDBG Program. It is anticipated that the City will be receiving $426.000
in COBO funds for fiscal year 2003-2004. The City invites proposals for
projects. A general desci:iption of ~e type of eligibl~ J>!Ojcct8· under the
Public Service category 1s summarized below. The list lS condensed and
simplified from CDBG regulations.
PUBLIC SERVICE FUNDS: Provides for new or expanding public
services that are directed toward meeting the employment, crime
prevention, child care, drug_ ~ prevention, homeless as~istancc. or
Olher community needs. lndiv1duals may suggest that the City or ~
eligible organizations undertake a program. Also govCf!U"CDtal agcnetes
and commwaity orasnizations may apply for CDBO fundang. All proposals
