Field banners to wave through season
New law will allow
sponsors for Costa
Mesa youth sports to
keep signs up, which
few debated Monday.

COSTA MESA -Youth-sports
groups will not have to deal
with the hassle of taking lheir
sponsorship banners down af-
ter every game and rehanging
them for the next one lhanks to
a law approved by the City
Council Monday.
The law regulates sponsor-
ship banners on public baseball
and softball fields and tempo-
rary signs advertising city-spon-
sored evehts on public property.
The council began discussing
restrictions of banners after
members of the Mesa Verde
Villa Homeowners Assn.. who
live near California Elementary
and TeWinkle Middle schools,
complained in the summer of
2003 that the banners were vi-
sual eyesores.
Nolably absent from the di!>
cussion Monday were any of
these homeowners or repre-
sentatives of youth-spons
teams. Most residents partici-
pating in the discussion were
City Council meeting regulars.
Some favored making the teams
take the banners down after
each game.
"To leave them up for a long
period of time does create vi-
sual blight in our residential
neighborhoods, especially wilh
our home values," Beth Refalces
said.

S tarting today, Harbor View El-
ementary School's bus riders

land each day on their way to
school.
It isn't part of a new reality televi-
&ion show -it's just the new traffic
Oow at the school now that the
long-awaited bus turnout is com-
plete. The turnout has a parent
drop-<>ff lane at the curb and a
turnout for buses to pull out of traf-
fic and stop on Goldenrod Avenue.

Students got a dress rehearsal
Monday, learning the rules of the
new road. They learned that par-
ents will drop olf by the curb inside
the two-lane turnout and bus pas-
sengers will allsht o nto the island.

to the turnout and explained the
new protocols, using coJorfuJ exam-
ples.
"Students are not to be dropped
off in the drive through lane.· she
explained. "The driveway 1s the alli-
gator swamp. It's dangerous, so you
don't put yoUI feet in it.
·And on Bus Island, there·~ one
way on and one way off."

sage. the students role-played how
the morning and afternoon proto-
cols will work. Using prop cutouts
of taxi cabs from an earlier musical

T o an eighth-grader, the biggest
news of the week might not be
the latest hurricane to storm
across Florida, the presidential
debates or the steaming eruption of
Mount St. Helens.
Not when "Shark Tale" was just
released in theaters amt when
basebaJl's Anaheim Angels and Loi.

Olristine Ouistopher understands
how her students think, but the
eighth-grade honors English teacher
at TeWinkle Middle School
attempted Monday to push the
importance of nationaJ and world
news and bow it affects them.
·Thirty-five children just died in a
bombing in Baghdad,· she said.
•Why is it important to learn about
that? You guys are 13 and In eighth
grade. How does that affect you?"
Maybe they were too nervous to
spealc, but only a few hands went
up. Minutes later, Olristopher
offered her own insight.
"The children are curious and
looking to find things hiding in
boxes. and then they find out it's a
bomb," she said. "It's really sad. The
bomb shouldn't be there in the first
place.

On Monday. Olristopher passed
out issues of Friday's Los Angele.,
Times and had each student cut out
an anicle of their choice. For
homework. they had to summan1.e
the who, what, when, where. why
and how in their stories.
The students practiced jumping IO
other sections of the paper to
continue reading longer stones and
learned the similarities and
differences between freedom of
speech and freedom of the press.
Amy Martinez, 13. wrote about a
Times story she found titled, "Bush,
Kerry trade barbs on Iraq War." She
had no trouble with the who, when
and where, but the why was tougher.

the harbor are privately owned,
it is not prpfitable for the city to
buy a slice of harbor-front prop-
erty and rent it out, Newport

"We have a lot of other higher·
priority needs in our city than
specificalJy that, n Ridgeway said.
The city '"getting a corrunittee
together to examine possible
sites for overnight docking of
large boats. rtidgeway said. But if
a site ts found, it would not be
for commercial fishing and
whaJe-watching boats, Ridgeway
said. Barges and boats involved
in dredging and the lik.e would
have priority.
The cornmerciaJ-boating op-
erations should be able to fend
for them.selves, because they are
money·malcing operations.

The Harbor Resources Com-
mission this month will consider
increasing time limits on three of

Newport man dies in
Louisiana boat crash
A Newport Beach man died
this week.end after a Louisi-
ana airboat accident.
Daniele Nanna. 3 1. died
Saturday of asphyxia due to
drowning. according to the
Jefferson Parish Coroner's Of·
flee in Louisiana. Nanna was
one of 16 people on an air-
boat tour of a swamp in
Crown Point. La., just south
of New Orleans, said Milton
Walker Jr .. owner of Louisi·
ana Swamp Tours.
A second person, San Fran-
cisco resident Wan Ju Tsai
Woo. 50. also died in the acci·
dent.
The tour had just started
Saturday afternoon when the
boat Oipped over. he said.
The Coast Guard Marine
Safety Office is investigating
the accident.
"We've never had a boat
flip over." WaJker said.
Air boats can travel up to
35 mph, he said. Operators
must be licensed Coast
Guard captains and undergo
random drug testing, he
added.

trustee Jerry Patterson's.
I take issue with the
newspaper reports that say
Ruiz is qualified for a sizable
increase in his retirement
benefits because of a "glitch"
in state law. I don't know
whic h law, exactly, but who
really cares? The law is the law,
and that's no "glitch," correct?
I mean, do n't the state
legis lato rs always do the right
thing by their constitue nts.
especially constituents like
Ruiz? Don't the folks up in
Sacramento make sure that
"glitch es" get red-lined before
lhe bills are signed into law?
And doesn't the governor's
office examine a nd evaluate
the paperwork before their
boss signs on the d otted line?

Employees Retirement System
website showed no concrete
etatistics lhat could shed more
light. Apparently, such figures
are a deep, dark secret. I did
fmd, however. that the
retirement system is in serious
financial trouble. The
retirement fund needs a
$3-billion infusion from
taxpayers this year, more than
double what it got last year
Yes, lhe stock market plunge
service at age 62. is about half
the $84,645 of m embers of the
federal Civil Service
Retirement System , who were
on the high end of the salary
scale when they retired in
December 2004. And .
currently, that's the only
retirem ent I have. Maybe I
sh ould run for public office
and join the pigs at the trough.
Tru!>tee Ruiz has every right
to douhle-dip. What's the beef

Everyone does. Most. if not a ll.

exactly that. We can start with
members of city government
committees, with city public
directors, with board m embers
of public utilities, with board
members of our county

The Newport Harbor High girls vol-
leyball team developed enough char-
acter in the first three games of its Sea
View League opener against Foothill
to pull out an improbable 20-25, 21
25, 29-27, 25-21,15-13 come-from-
~hind road victory.
Newport Harbor (4 6), the de
fending Sea View League champion,
started sloppily against the Knights
(4·5).
"We should have lost," Coach Dan
Glenn said 'Tve had teams that
should have won, but lost. ThU. i.s the
opposite."
Foothill, inspired by a raucous stu·
dent section, raced to a 6-1 opening-
game lead with the help of Sailor
serving error and quick sets to middle

The Tars got as close as 13-12, but
another service erTOr, followed by
consecutive aces by Foothill, ex·
tended the lead again. Newport
fought back from a 24-16 hole with
four straight points, but Foothill
closed it out to take early command.
The Tars relied on outside hitter
and captain Kiley Hall to take a 15-8
lead in the second game. Hall. who
finished with a team-high 15 kills,
was the go-to hitter all night for fresh.

Newport was unable to hold onto
the lead, however, and allowed nine
straight points to give the Knights a
two-point advantage. The Sailors
committed six erTOrs and allowed two
aces in that span. Onty Wood's quick
kill to start the point barrage was
earned. Newport's ninth service erTOr
in the first two games gave Foolhill
the 25-21 victory.
The Knights had scoring runs of
three, six and three to take a 20-14
lead in the third game, making a
sweep look inevitable.
But Newport Harbor battled back..
Hall had three kills and a block.

ior middle blocker Bryana Carey had
a block and a kill to tie the game, 27-
27. Sophomore C.oco Yokoyama aced
her serve and the Knights committed
an error to give the Tars the 29-27
win.
~They outplayed us in the first
three games,· Glenil said. "We
missed a ton of serves. If there was
ever a match that we should have
lost. it was this one."
It looked ill\ if Foothill would put
the match away quiddy in the fourth
game, taking an 8-2 lead. But two
Knight errors and a Turnutzer quick
back. set gave the Sailors new life at
8-5.
The Knights pushed the lead to 17-
10 on a quick. set to Wood and un-
forced Newport errors. The situation
turned desperate for the Sailors.

quick set and a Foothill overpass pre-
ceded a Knight enor that prompted a
Foothill timeout to stop the momen-
tum.
