POLmcs ASIDE More debate on Marinapark I seem to be ~e rare creature m Newport Beach conflicted about the Measure L debate. park. Now. I know I'm not the only one thinking this. but it's hard not 10 jump to the conclusion that at least some of these contributions are coming from My column last week on the issue gathered an expected reaction. But I'm happy to report that. other than one Mari naparlt S.J. CAHN residents or people who own vacation unprintable voicemail. the responses, even when they disagJ'eed, were respectful. OK, unless the person responding was somehow involved in the pro-hotel camp, the responses aJJ were anti-hotel and, as a result. anti-me. Of course. l never came out pro-hotel. I'm just, by temperament, against the way the Measure L campaign seems to be running -on personal attacks and off the issue rather than substantive and h onest. So I appreciate the. thoughtful and al times exhaustive comments. I find most of them, however. to be misreadings of the agreement with Stephen Sutherland or. frankly, to be fishing for "facts" that wouJd make residents question a "Yes on L" vote. There are unanswered que!>tions about the city's contract wilh Sutherland - mcluding whether Sutherland will be the one lo develop the land - because the details are going to be hammered out after approval. for m stance There will be more on these issues in the day~ ahead. For now, though. I m going to take the advice of one reader and "follow the money." It just might not be the money the person had in mind. I wa~ c;urprised at the c;ources of dollars that appear o n the campaign statements for Protect Our Parks and the "Yes on I." camp. First. "Yes on I~" As of the end of September. Sutherland had loaned himself $68,500. That's the sole source of his money. That surprises me, because I'd guess there are people in the community willing to throw some money to back the passage of Measure L Protect Our PaJks' sta temem offers a more grass-roots picture -but 1w.t where the grass 1s growing is an issue. Out of 51 contributions, totaJing almost $22,000. 28 of them were from people who live outside of Newport Beach. At least one or the Newport Beach residents contributing lives in the Marinapark mobile-home homes on·the property. Tom Bllllnp, head of the group. acknowledged that some of the group's support is coming from Marinaparlc residents. though he saJd it isn't exclusively them. That raised another question: Why wouJd resid ents there, who I wouJd think want to stay 111 their harbor-front homes. support a plan that ends with them gone and a park in their place? The answer. from park resident Stewart Berkah!tt, is that 11 is imponant to defeat the hotel plan. which would set in motion the quickest demise to their home::.. We also can bt• thankful that an outside group is looking into the allegations-the Costa Mesa City Council. ll has a three-year contract with Botros to house stray animals. and council members want to make sure those a nimals are being treated right. What USC' of the Mannapark land will provide the greatest benefit 10 all the residents of Newpon Reach? Before exploring that question. it 1s instructive to lay to rest one argument of the opposition to Measure '-To allow a resort. they claim. is a giveaway of publk land to a pnvate commercial interest. llus would be true only if the resort failed to return any financial, environmental, recreational or quality-of-life benefits lo the public. Furthermore, the argument seems to imply that a private commercial interest on public land is oxymoronic and incompatible. The reality is these types of arrangements oct-ur all the time. Think of the private resorts within Yosemite National Park or on San Diego's Mission Bay. for example. Nevertheless. it i!> pro blematic to argue that the Marinapart resort and community plan is a giveaway of public land to a private commercial interest since the resort will provide a host of benefits to the greater Newport Beach public. The resort will contribute $2.2 million a year to the dty's general fund ln leMe revenues, sales and bed taxes. Over the term of the lease. that represents more than SlQQ million. The re'>Ort will rebuild the mumt'ipal tenni'> courts on the site. The resort will spark the rcvitali7.ation of the Balboa Peninsula. Now, in a'lSessing whether the resort provides a bener use and greater pubhl benefit, we have to assess what benefit a public park would provide. Tom Billings. founder of Protect our Park.-. and the chief opponent of Measure L. has presented a plan calling for a soccer field, public boat-launch ramp. picmc art'as and other elements. It sounds good. but what public benefit would it provide'? Other than a new point of bay access for tens of thousands of people from Newport Beach, Orange County and the Inland Empire, there aren't many. According to a city staff report, a part will cost Newport Beach taxpayers as much as $5.25 million to build and, minimally. nearly $21,000 a year to maintain (a cost. by the way. that does not include drainage and pumping-facility costs). It will generate very minimal, lf any, revenue. According to the certified environmental report on the Marinapark resort plan, a public park on the site will generate two to three times more traftle than the existing trailer-part use. The presence of grus for picnic areas and a soccer ftdd will aeate serious environmental concenu related to rertl.U7.era. animal waste and other pollutant runoffs Into the bay.
