I really appreciate Tuesday's letters to the editor, written by Wes Armand and John Hart. that mentioned my column on thla issue. Armand's letter bigbligbted the positive l.ssuea for public access on public land and the need for aquatic resources for ow harbor, while Hart's letter hit the nail on the head about the city's vision for our harbor. I have received a lot of e-mails and calls of support for my Oct. 8 column, ·Local boating industry undervalued," as to what ls actually occurring in this harbor and the "on the record" comments from the mayor of Newport Beach. I must remind my readers that I do actually travel the Padflc coast from Mexico into Canadian waters and out to Hawaii as a yacht captain. As such, I know first band what it is liketo visit other harbors on the Weat Coast, and I have reports on my weekly radio show aa to what is happening in our nation's harbors. There is a·Iaclc of amenities in Newport Harbor for visiting boaters and no plans to address these needs. The big question is if Marinapark la a location to start addressing the lack of boating facilities and launch ramp? Perfect example: Can anyone tell me where there Is one public dock that I can temporary dock: a 1950 boat -a dock that has the proper-sized cleats to secure the vessel? The only option is for me to return to their sUp, and the group returns to their can to drtve to their deatinadon. Am I missing something here about the TIP OF THE WEEK Watch out for all the "stuff" that Is flowing down Into Newport Harbor from the recent rains. Unfortunately, what I call the "inventory" backs up in the storm drains and into the chiµmels that feed the harbor during the dry months. I have noticed the storm drain screens being installed by Newport Beach and Costa Mesa to help prevent larger items from entering the drains. It's a proactive move that I support, but you still need to be aware of what ends up in the gutters. After the rains, boaters are at risk with this floating debris that can damage propellers and be sucked up a boat's water intakes. This is not just inside the harbor; it's present for a couple of miles out to sea If you are going cruise along the coast, then bead out to sea, but watch for logs and telephone poles. Lastly, I would Uke to give a personal thanks to Jerry Sbandera, who last week I referred to as my cabin boy. Jerry asJced me to emcee the Corona del Mar Centennial Oassic Boat Parade last Saturday. Well. Jerry was actually my co-emcee and helped bring the parade to the shoreside spectators. Tune in to the No. l boating talk radio show in the nation, "Capt. ON THE ISSUES WIY!'a the most important issue f8dng thedty7 Any expansion of John Wayne Airport in terms of terminal size, passenger output and hours of use beyond the current permitted limits, because any sud'I expansion will have the largest environmental (quality of life) and economic (property values and business vitality) impact on the city. Wh9t is your opinion of how the Greenlight law is .tfectlng the city, end wh9t Is your position on plans to bulld • hoW 9t Marinepartc7 Greenllght Is now part of our City Charter, and it gives the voters the right to approve major real es1ate developments. which are not already permitted under our existing General Plan. That is a valuable resident right. I voted for Greenlight in 2000. But the flip side is that same final stage of voter approval may also be causing certain development and redevelopment not to occur in Newport Bead'I because proponents look elsewhere, where sud'I specific citywide approval is not required. I am voting No on Measure L I helped write the ballot arguments against the proposed land-use d'lange, whid'I would allow the much discussed Suther1and-badced hotel at Marinapark. I did so because I consider the Marinaparl< property too: (a) valuable, because its value is likely in the $14-million to $20-million range and maybe more if the property is declared by the state to be uplands, which allows full commercial development, rather than tidelands, where use is restricted to marine public uses. and the city's oversight and revenue is as trustee for the State, which controls tidelands; and (b) unique because it is the largest piece of bay front property controlled by the city, when so many other privately owned bay-front properties are being sold at very high prices, which wrll, in tum, resuh in likely high-end residential development Muc:ti has changed since Sutherland was designated more than four years ago by a prior City Council as the exdusive proponent for Marinapark. Today, Marinapark requires a thorough John Heffernan and complete reevaluation of what is the best use of the Mannapark property for the crty and our residents. Are city IMdef'8 doing e good job handling the budget end the prMSUres on It from the state 1 The city budget, at $178 million for this current 2004-05 fiscal year, is in fair shape, with no current requirement to spend any reserves and focused on holding the line on expenses, largely because of actions by the state of withholding revenue, which the city would otherwise receive. On the upside, sales tax and property tax revenues have exceeded budget estimates. The City Council is keenly aware of keeping the city budget in good shape to ad'lieve the short and long-term objectives of city government and its residents. Therefore, potential big tidcet items sud'I as new City Hall, will be carefully scrutinized on a needs/cost-benefit analysis before the city proceeds with any of them. My experience with the staff of the city Finance Department is that they a re property fiscally cautious and detalled in their preparation and oversight of our budget and the related corresponding collection, safeguarding, investing and expenditure of city funds How should tn. dty handle~ ..... *°"of John w.yne Akpoft end St. ~a..-c:h7 Aa I de9cribed, above, the cumtnt and future largest and most costty potential 8fl\lironmental end economic impact to the city Is the expansion of operations at John Wayne Airport. There are many forces and Interests elsewhere In Orange County, the state and the federal government. which want pauenger and freight output to John Wayne to increase -which Is directly counter to our keen city focus that any expansion be limited In terms of volume (the current passenger cap and terminal size limit) and In terms of hours of use (the current hours of the curfew). Becaus.e of those competing interests pushing expansion, it Is unlikely that the city will have sole control over John Wayne. So, the practical goal of the city should be to get a veto right on any expansion of the volume and also of hours of use beyond what Is currently allowed. Hopefully, the existing Clty Council Spheres Committee can accomplish that objective by the end of 2005 or even 500ner. The impact of the proposed expansion of St Andrew's Church is a balancing act between the laudabfe objectives of the church, whid'I will be adlieved by expansion of current d'lurch facilities versus the neighborhood impact caused by the construction of those added improvements and also, loog·term, the impacts caused by the larger number of future users and longer hoors of operation likely resulting from such expansion. The neighborhood impac1 must be weighed from the inside out - those closest to the impact. The benefits must be weighed more broadly. Do I have an opinion of yes or no to the expansion at this point? No, because no one vet has precisely defined the project nor the related neighborhood impacU. But, all of this is to come before the Planning Commission <is soon as next month I am looking forward to input and tMtimony from both the dlurch and the neighbors on those final project details and impacts, and also to leadership on this 1saue from the two city councilmen whose districta border on the d'lurd'I site, as thi1 project heads toward final resofution a1 the Clty Council. COMMUNITY COMMENTARY Councilman, candidate have answers for 'a city divided' I read wttli bemused interest Mary Fewel'a recent letter regarding City Councilman Allan Manaoor and me. While I have admired Fewel's long-atanding efforts to contribute her time and energy in our community's beat interest, I am a bit baffled as to why Mansoor'1 truthful reporting on candidate's voting records elicited such a strong response from her. Fewel complained that " ... Mansoor cares a great deal about what the realdeots of the Mesa Verde neighborhood think." That ts also a bit odd, as It ls Mansoor'a job as a councilman to care ERIC BEVER about aJJ citizens' concerns, regardless of the location of their homes or businesses. In the recent Daily Pilot M 103 most influentiaJ" ex.ercise, Mansoor is referred to as the ·costa Mesa councilman who is the lone representation of the beleaguered Westside.· Earlier this year, Mansoor presented a substantiaJ list of Westside incentives to the council. These incentives won council support and a.re being implemented by staff. Obviously. Mansoor cares about the Westside. as weU he shouJd, because it is part of Costa Mesa after aJI. It appears to me that Mansoor is fulfilling his obligation to his constituents; how can that be a bad thing? Allan and I have both worked voluntarily for severaJ years to help make positive change in our community. our city, our home: Co!>ta Mesa. We have both advocated strongJy for a stable, safe and desirable communjty to live in. We will both continue to do so. When our leaders strive only for that which will satisfy their immediate neighbors, we fall aa a community. When neighborhood leaden auch aa Fewel pointleaaly attack an elected official for doing h1a job, we fail aa a society. We have become a dty divided, and that aad truth must be changed. We are all Costa Mesans. and we all need to pull together to make Costa Mesa a great city. With regard to who has done what, It ts strange that Fewel's prefel'Ted candidates have a history of ignoring the plight of the Westside, much to the peril of the entire city. But then, they have also negatively affected most of our city in some way or another. Collectively. they have ignored the El Toro airport alternative. supported double-density housing at 1901 Newport. supported big-box. projects that negatively affected our neighborhoods, wasted untold tax dollars on frivolous gestures and neglected needed street and infrastructure repair. Is this a good way to lead a ciry? Some of Fewel's politicaJ friends were on the council when it acted to repave sevf'raJ Westside streets, but they really had no other choice. The roadways had become el>SentiaJJy unmaintainable and practically impossible to drive on. Sadly. not one of those who cite this overdue repair as proof of their grand legacy has ever led the charge; they were content to simply go aJong when the question finally came up. City Council candidate Enc Bever says both he and Crty Councilman Allan Mansoor want to help revitalize the We stside Regarding my positions. and what I have done for the Westside, and city. my record is clear. I have consistently supported an airport at El Toro. I opposed 1901 Newport because it was twice the density that was allowed under our GeneraJ Plan. I suppon a residentiaJ overlay zone on the Westside because it will increase opportunities for property owners, supplement our single-family housing supply and help revitalize the Westside. I have worked to educate myself on, and have weighed in on, city issues for several years. I aJso helped found and lead Lhe Westside Improvement ~n 1 i.upported the drive to preserve our Noguchi Garden. I have worked with the school disLrict and arts partners to ensure that our students benefit once again from the substantiaJ offenng!> of the arts partners, which includes the Performing Arts Center, the Pacific Symphony, the Opera Pacific and South Coast Repertory. to name a few. Rick Devereux Daily Pilot Nl:.WPORT BFACH -There was no mistaking what was on the line Thursday nighl in the Sea View League football game between host Newport Harbor High and Aliso Niguel at Davidson Field "This was the league championship lgamel." lineman Saami Khalifian said following the Sailors' 21 • 7 victory over Ali.c;o Niguel. Newport Harbor (6-0-1, 1·0-1 in SCOREBOMD league) dominated the time of posses- - sion, 32:03 to 15:57. "llllat drivel was very important for us to uy to establish momentum," Coach Jeff BrinkJey said. The momentum was in the Sailors fa· vor before the intermission, thanks to a stingy defense and an opportunistic of- fense. Drew Westling has been one of the top quarterbacks in the county this season for the Wolverines. but Newport Harbor did not allow the senior to throw the ball deep. "We kept our rush going all night," Newport defensive coon:tinator Tony Ciarelli said. "Our DBs did a good job of keeping everything in front of them and not Jetting people get behind them." Westling finished with 178 passing yards, m05tJy on quick screens lo wide receivers. The Sailors jumped on the board in the first quarter on quarterback Kasey Pe1ers' 6-yard bootleg to the left. Despite the dominating third quarter, the Tars failed to put any points on the board. and the Wolverines had a chance to cut into the 1-0 lead after the lntercep- tion. Aliso Niguel drove to its own 46, but was forced to punt. Alex Orth rushed from the left side and blocked the punt and returned the loose ball to the Wolverine 33. Three plays later, Peters connected with Orth on a 30-yard touchdown pass to make it 21-0. "I'm excited." Khalifian said. The launch of the new LR3 is that much more stgnUlcant, u it'a theflntn~ vehicle developed endrely under Ford Motor Cosnpany ownersbip.Carefully developed and englneeied to Land Rover's exacting standarda, the LR3 ia packed with power, technology and a spadoua interior cabin virtually unmatched in its class. Available in SE and HSE derivatives, LR3 offers the advantages of a powerful and responsive 300 hp 4.4-llter V8 engine, mated to a six-speed electronic automatic transmission. Th.is transmission is intelligent - adapting ita ah1ft patterns tx> driving style and road conditions -and equipped with Command ShiftTM, allowing the drtver full control over gear changes. "A true Land Rover, the LR3 benefits from a clarity of purpose and conviction that is evident from its clean design, versatility and outstanding driving experience. Like all new Land Rovers, its on-road composure is on a level with its outstanding off-road capability," said Richard Beattie, executive vice president, Land°Rm'er North America. This Integrated Body-frameTM structure allows Land Rover to deliver all the comfort, refinement and on-road attributes of a monocoque, while continuing to set new standards in off-road performance. The combination of a tough frame mated to a rigid body structure provides occupants with a secure zone in the event of a collision. while also acting as a stable foundation for a suite of advanced dynamic control systems which give the vehicle its swe-footed confidence. The design of the chassis was ew~ with safety in mind. Advanced computer design techniques enabled Land m1ni.mi.ze the effect of the collision. North American vehicles are fitted wfth weight and safety belt tension sensors that detect the presence of an occupant and deploy or inhibit the passenger airbag aa:ordingty. The side impact protection system has a combtnadon of seat-mounted thorax airbags for the front aeat occupants and side curtain airbags for all rows. The use oflightweight materials including aluminum. magnesium and Boron steel has given LR3 great strength but maintains a GVW of7,l21 lbs. Complex door seals are fitted to improve refinement by controlling wind noise and dust ingress. Unique Land Rover design cues include its bold. geometric vertical and horizontal elements; its stepped roof (to boost headroom); its asymmetric rear tailgate (to reduce load height when the lower part of the tallgate is closed, and reduce 'reach in' distance when opened); the use of an ' I air intake on only one tide of the body (jt'a all that WU needed); and its large glaz.ed aiea&.
