While Hoag downplayed the unpor·
tance of the decision. state nursing offi-
cials were angered that Schwarzenegger's
admirustration oted as its reason a heavy
financial burden that the mcrease would
have put on medical centers. Cahfomia
Nursing Assn. President Deborah Burger
said the state's nursing union plans to pro-
test the decision on the steps of the state
capitol building Dec. I .
The Office of Administrative Law has
seven more days to reject or accept the
governor's emergency regulation.
"As I've been telling many people, I'm
furious [Schwarzenegger! has taken such a
cavalier attitude toward the safety of the
a tiz.ens in California." Burger said "We're
not going to tolerate betraying the public's
trust by taking emergency regulations and
cooperating with the healthcare industry."
Without Schwarzenegger's delay, hospi-
tals would have been required to have o~
nurse for every five patients. beginning
Jan_ I. But the new emergency regulation
announced by health director Sar)dra
Shewry on Thursday suspends the change
until 21>08 and holds the ratio at one nurse
for every six patients.
The cummt ratio is part of a 1999 law
sponsored by the California Nurses Assn.,
which requires separate nursing ratiot for
wdous bolpital departments. For the sur-
glcal department. It's one nurse for every
six patients, and ror the emergency de-
partment, it'• one for every row.

Woodward took a cable car from
Corona del Mar all the way to New
York City.
Not the kind that runs on a track. This one
comes chilled in a martini glass. and Woodward
will male it for you.
The Corona del Mar cable car, which
Woodward invented, won her a trip to New
Yort-and an appearance in a national
advertisement In this month's Vogue magazine.
A bartender and bar manager at Oysters
restaurant on Coast Highway, she was
convinced to enter the contest by two alcohol
distributors she works with.
"She's probably one of the most creative
bartenders that I call on.· said Shelby Gollinger.
a representative of wine and liquor distributor
Young's Market Co., based in Orange. "I can
always go to her, and she can play around with
(new products!."
The drink. one of a number that Woodward
has invented, was born when a customer asked
her to fix him a cable car and she was stumped.
"If I don't know how to make it, I wiU search
for it until I find it." she said. "There was no
such thing as a cable car anywhere; you
couldn't find It"
All she had to go on was that it was
rum-based She deddM to add some Cointreau
and a little lemon and lime juice, and she
rimmed the glass with cane sugar and
cinnamon.
The contest was sponsored by Mmy
Cointreau, a French company that mabs
Cointreau liqueur and Mount Gay rum, both of
which are used in the cable car.
The distnl>utors asked Woodward to enter
the contest in 2003 and even gave her an
application, she said, but "I threw it in the
drawer, and I never did it"
This year they urged her again, and her
recipe was picked as one of the three best
drinks. All three winning bartenders are
featured in the ad; the others are from San
Antonio and Washington, D.C

She brought her mother to New York with
her, and the two were wined and dined by the
liquor company when Woodward wasn't busy
with her photo shoot

friends were all excited about her nadonal
magazine debut
"We couldn't wait," Gollinger said. "We kept
calling all the newsstands walling for the issue
to come out"
After working at Oysters for about 4~ years.
Woodward hun't lost her enthusiasm fur
creating new drlnb. Some of her inspirations
come from the restaurant's chef, she said. and
she's able to we fmlll lngredients like fruit
because the restaurant gets deliwriea every day.

arrived in Newport Beach on
Sunday with a delegation from
Newport Beach's sister city, Oka-
zaki. Japan.
Kajimwa joined the delega
tion after winning an essay con
test in her hometown. The other
winners came to Newport with
their mayor, Koichi stubata. and
a handful of Okazaki officials to
spend Sunday night in Corona
del Mar at the hillside home of
AOM!e Dunning and John Over-
devest. The delegation shared
dinner with group of Newport
residents to celebrate two dec-
ades of friendship between the
cities.
Today, Shibata is scheduled to
be treated to a bird'i.-eye view of
Newport, receiving a helicopter
tour above town. He is also slat-
ed to cruise around Newport
Harbor on a rescue boat. Mem-
bers of the delegation will tour
the town and visit local destina-
tions like UC Irvine.
On Tuesday, Newport Beach
Mayor Tod Ridgeway and Kolchi
Shibata. the mayor of Ok.az.aki,
will share a historic moment and
exchange proclamations made
by the two cities in honor of their
20-year relationship.

cities predominantly has a cul-
tural exchange program for jun-
ior high school students, said
president Connie Skibba.
Students from Newport live
with Japanese families in Okaza-
lu, and then the children from
families they stayed with in Ja-
pan come to Newport and do the
~e.
It's an amazing experience for
the i.tudents. S1cibba said.
"When our students go there,
they don't speak the language,·
she said. "They live with the
families and eat their food. It's a
big experience for !.Omeone their
age."
Newport Beach has had simi-
lar relauonships with Antibes.
1-'rance and Caho San Lucas,
Mexico.
"The challenge always is lan-
guage and communication,·

But that 1~ no barrier to friend-
ship, she said.
"It's remarkable how quickly
you make friends," Sldbba said.
Okazaki has also given New-
pon Beach a friendship sculp-
ture, which sits outside the New-
port Beach Main ljbrary This
time, they will present a smaller
sculpture to go in the newly con-
structed Mariners Ubrary, Sldb-
ba said.
"Not many people know this,"
she said. "But the beautiful Japa-
nese lanterns you see in Irvine
Terrace Park also came from
Okaz.aki."
Stonemasonry is traditionally
associated with Okaz.ald's cul-
ture, Shibata said through an in-
terpreter. Home to factories
owned by Mitsubishi and Makita
tools. the city also Is steeped in
centuries of heritage.
"It's blessed with tradition.
culture and nature," Shibata
said. "In the spring. we have
cherry blossoms; in the summer,
we have a big firework festival; in
the fall, we have colored leaves."
Okazaki 1S also home to the
feudal castle where Shogun To-
kagawa Ieyasu, was born.
Ieyasu battled for control of Ja-
pan in the 16th and 17th centu-
ries and established a dynasty
that ruled for more than 250
years.
Masao Kato. one of the found-
ers of the program along with
the late Wendell Fish, who acted
as his counterpart in Newport.
said he and Fish had the vision
20 years ago that this would be a
long-lasting bond.
"We wanted to make sure this
program will last through many,
many years.· Kato said.

beU and Assemblyman-elect
Omck DeVore understand the
needs of small business, but as
members of the minority party,
they'U have to be vigilant against
overreguJation and unfunded
mandates. Newport Beach Cham-
ber of C.Ommerce President Rich-
ard Luehrs said
Luehrs was pleased with the
outcome of the election overall,
except for the ~ of two ini-
tiatives. He opposed one that will
allow the state to sell bonds for
stem cell research and the con-

crease, he added.
Hoag Hospital administrators
had already budgeted and
planned their staffing levels for
2005, Martin said, and didn't feel
a reduction was necessary be-
fore they'd be forced to increase
staffing in 2008.
"We had already budgeted and
planned for that so we could
meet the requirements for 2005."
Martin said. "We're already ready
for iL The challenge is for the
other hospitals that can't meet
the ratios. For [Schwaneneggerl.
pulling back on it, 1t gives them
an opportunity to gather their
c;taffs for when the ratios go up
at a later time.·
Burger applauded Hoag's deci-
c;ion lo keep its nursing staff
levels up when it isn't legally re-
quired to do so.
"1 thmk it's an excellent thing,"
she said. "They're not stupid.
The research has pnmm that ev-
ery time you add a nurse to your
staff, you improve ouloomes ln
heart-related illnesses, you de-
crease hemorrhaging and cases

raises taxes on higher-income
residents.
"Ultimately, the taxpayer pays
the inten;st on those bonds.· he
said "Right now, the state's bond
rating is not that great."

most difficult in his coaching career be-
cause he could not be with the team be-
fore, during or after the contest due to
being suspended for violating section
practice rules. Costa Mesa practiced with
helmets and shoulder pads during its bye
week, when only helmets were allowed.
"I went to my friends' house who re-
cently had their first grandchild and gave
them a present and then I went out to
diner with my wife! Friday night)," Bald-
win said. Hit was difficult because I put so
much time in preparing for the game
and then I couldn't be near the kids."
Baldwin, who serves as offensive coor-
dinator on game day, did not know if his
absence had an effect on the outcome.
"We had a game plan and our coaches
called the !offensive plays) very much
how I would have called it," BaJdwin
said "I felt we had to throw the baJI deep
to beat IOrangeJ. I thought we needed to
throw the ball on first down. We tried to
do both of those thin~."
